The Idaho Secretary of State is one of Idaho’s seven statewide elected officials tasked with executing specific constitutional and statutory duties. The Secretary serves as Idaho’s chief elections official, oversees the registration of businesses, trademarks, notaries, and other professions, as well as maintains records on the official actions of the Governor and Legislature.

DESCRIPTION
The Secretary of State’s office is seeking a skilled Security Engineer III to join our team. This position offers an exciting opportunity to play a vital role in shaping the information security strategy for the Office. The position requires a high level of proficiency and expertise in the field of information security. The incumbent in the role shall possess advanced knowledge and skills in leading projects and overseeing cyber security operations. The position requires technical expertise and being well-versed in information security software and systems, information security management, and the principles of information security. The ideal candidate will provide leadership and guidance to other team members in collaboration with the IT Director and possess comprehensive knowledge of legislation and regulations pertaining to security and data recovery while maintaining compliance. This role is an important member of the team in engaging in strategic discussions with technical stakeholders, instilling confidence in county, state, and federal leadership as we define and promote our overarching vision.

RESPONSIBILITIES

  • Define and implement the strategic roadmap for information security at the Secretary of State’s office.
  • Collaborate with core business functions and IT to identify future security capabilities and requirements.
  • Work closely with the internal IT department to ensure the implementation of security best practices and policies.
  • Identify and assess cyber-based risks to the core business functions of the office.
  • Monitor and respond to cybersecurity alerts, addressing visibility gaps and taking appropriate action.
  • Develop and maintain a comprehensive security awareness program for the office, promoting a culture of security among staff and stakeholders.

MINIMUM QUALIFICATIONS

  • Five years of experience in information security or information technology disciplines, with at least three years of experience with M365 enterprise environments and information security architecture and/or strategy.
  • Proficiency in Microsoft technologies, including Azure, Azure Active Directory, M365, Intune, and PowerShell.
  • Advanced knowledge of Identity & Access Management.
  • Familiarity with the following concepts in a professional environment:

    • Cyber Threat Hunting
    • Intelligence, and Analytics
    • Data Classification
    • Encryption Standards
    • Business Continuity and Technical Recovery
  • Expertise in designing security solutions for various technology areas, with a focus on network and cloud security.
  • Knowledge of information security principles, frameworks, and best practices.
  • Understand and manage complex relationships and interactions between enterprise architecture, business and legislative direction, emerging trends, emerging technologies, and legacy systems.
  • Experience researching and documenting emerging trends and their impact on the office.
  • Strong technical knowledge and effective communication skills with technical and non-technical audiences.
  • Proven experience and a self-starter mindset, capable of working in an ambiguous, fast-paced environment.
  • Excellent written and verbal communication skills, with the ability to interact with leadership at the state, federal, and private industry level.
  • Excellent analytical and problem-solving skills.
