Canadian company, CODE Incorporated, completes second successful electronic/ bio-metric voter registration in Africa
Sep 14, 2011 (PRN): The Canadian firm, CODE Incorporated, based in Ottawa, Ontario has recently accomplished their 2nd successful African Electronic Voter Registration (EVR) project.
The election firm recently completed the registration of over 800,000 voters in The Gambia in preparation for a November 24, 2011 Presidential Elections. The registration process was conducted in over 200 sites across the country in May and June, 2011 at the height of the dry season where dusty and windy conditions presented major challenges.
The Gambian project follows the successful registration of 1.5 million Kenyans in 1600 registration sites in 18 of Kenya’s 210 voting constituencies. Although primarily a pilot program for Kenya’s 2012 Presidential Election, participants were also able to use their new IDs for the first time to vote in the Kenyan referendum.
For both Kenya and The Gambia, fingerprint (thumbprints) and facial biometrics were chosen for voter identification. Each country also chose to do multi-biometric matching in which the biometrics of each individual are compared to ensure it is a clean voter list with no duplicate registrations.
The strong relationship developed between CODE Inc. personnel stationed within the respected countries and the local IT teams were key to the success of both projects and resulted with the IT teams ultimately acquiring the tools and skills to manage and maintain the new voter registry independently.

Electoral management bodies must have an electoral list that is both flawless and void of duplicates.
