BACKGROUND: The California High-Speed Rail Authority Board is scheduled to hear its staff recommendations for the preferred alignment connecting Northern and Southern California through the Central Valley. Additionally, finance consultants from Infrastructure Management Group with Lehman Brothers will update the Board on recent activity to integrate federal funding and private-sector financing into the system's funding strategy.

The Authority and the Federal Railroad Administration have prepared a program-level environmental analysis (EIR/EIS) examining the impacts of the proposed high-speed train connection between the San Francisco Bay Area and the Central Valley. This broad corridor includes two mountain pass options: Altamont Pass in eastern Alameda County and Pacheco Pass in southern Santa Clara County.

The draft program EIR/EIS was made available to the public in accordance with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) for a 70-day comment period. A series of public hearings were held across the Bay Area and Central Valley during August 2007 and September 2007.

The staff's recommendation for this route is a culmination of this review process.
