Council on local governance analyzes intervention plan in municipalities

Malanje, ANGOLA, May 22 - The Local Governance Council, gathered last Tuesday in the northern Malanje Province, analyzed the memorandum on the preparation and structuring of an integrated plan for intervention in the municipalities to carry out actions and programmes in the social field.,

According to the final communiqué of the meeting, chaired by the President of the Republic, João Lourenço, the intervention programme of local government bodies covers the areas of education, health, communication, basic sanitation, energy, water and public security.

The programme emphasizes the main needs of the municipalities, aiming at their satisfaction by transferring some responsibilities from the central government to the provincial governments, and from these to the district  administrations, thus deepening the administrative de-concentration process.

The statement emphasizes that the preparation of the plan in question involved listening to the 164 municipalities, gathering the most urgent needs in the areas of human, technical and technological resources.

The meeting reviewed the balance sheet of the implementation of the local financial system, a document that describes the degree of implementation of the scheme through the municipal portal.

 

In this computing platform, community revenues and fines are collected, with a view to their subsequent return (in full) to municipal administrations and urban districts, as a counter-provision of services.

The municipal portal allows the provision of 490 services and the collection of community revenues, having been implemented in 124 municipalities and 32 urban districts.

Expanded Financing Programme

The Local Governance Council also assessed the memorandum on the implementation of an Expanded Financing Programme, to be in force between 2019 and 2021, as a result of the agreement reached with the International Monetary Fund (IMF).

This includes, among other objectives, the re-balancing of fiscal accounts, the guarantee of external solvency, the efficient allocation of foreign exchange, strengthening the financial sector's resilience corporate governance, property rights and the fight against corruption, as well as risk reduction associated with public enterprises.

In the health field, a document on the challenges of medicines logistics was evaluated, which aims to guarantee the supply of essential, safe, effective and quality drugs to the whole population, at the best prices.

The communication highlights, among other challenges, the need to comply with and enforce at all levels the laws, norms and regulations for the construction of the National Laboratory of Quality Control, the promotion of grouped purchases and the receipt of medicines.

Also for the health sector, it points out the promotion and training of the human resources involved in the logistical chain, the admission of pharmacy professionals to fill vacancies in provincial drug depots, and the promotion and supervision of good logistics management practices.

The Local Governance Council also recommended that the procurement of medicines work out through an institutional alignment between the Ministry of Health and the local state administration, which ensures the rationalization of expenses.

It was also recommended that provincial governments comply with a set of norms on epidemiological surveillance, whose objective is the collection and systematic and continuous analysis of endemic diseases, in order to generate relevant information in support of public health.

Integration of San children

In the context of education, a memorandum on the implementation of the project "All for Early Childhood" was held in the commune of Tchicuaqueia, Cacula Municipality, southern Huíla Province, in order to occupy the children of the San ethnic group, who are outside the education system.

The document states that the project, which is based on three main pillars, namely family, community and inter-sectoral, will provide children with leisure-oriented pedagogical activities, for their socialization, motivation and school integration.
