Luanda, ANGOLA, May 3 - Cabo Verde?s Deputy Prime Minister Olávio Correia said Thursday in Luanda that the current African leaders will be considered incompetent if they fail their development policy role toward the continent, taking into account its mineral and human resources.,

This was during a lecture at the National School of Administration and Public Policy (ENAPP) on "Administrative Reforms in Cabo Verde, Models of Management and Electronic Governance".

On three-day visit to Angola, Olávio Correia said that with about one billion people (representing seven percent of the world population), Africa is the third largest continent.

He predicted that the continent may become home to two billion people in 50 years.

Quoting data released in 2010, the official said that the continent holds about eight percent of the world's reserves of oil and natural gas.

This includes large mineral reserves, such as uranium, with a total of 25 percent of the world's reserves, important for the production of nuclear energy.

The former deputy governor of the International Monetary Fund (IMF) said that "should we fail to develop the continent as politicians we can be described as incompetent ... it is shameful because we have everything."

He spoke of the need to reduce the administrative bureaucracy, promote transparency, accountability and liability.

Speaking of outlined paths, the minister highlighted the e-government revolution of the public administration with skilled and "depoliticized" staff, as the process for development in Africa.  

In his speech, he pointed out that e-governance has three fundamental principles.

They are creation of services with high-quality, well-paid staff and periodically submitted to a process of performance evaluation.

With second focused on the principle of depoliticized staff with priority to competent professionals.

As a third point, he said that public administration should be focused on creation of values, providing quality services - through e-government - that allows the citizen to pay everything from the internet with a mobile phone.

He also said that African governments should focus on reliable fiscal policies that would make it easier for the private sector to bring midsize companies to the top of their ranks to work permanently, contrary to what is now the case with micro-enterprises taking the lead.

Cabo Verde ranks third in terms of good governance in Africa, second in democracy and second in transparency.

Deputy Prime Minister visiting agenda includes meeting with the Minister of State for Economic and Social Development Manuel Nunes Júnior, Finance Minister Archer Mangueira.

Meanwhile, the two countries will sign several legal instruments.  

For Saturday, the last day of the visit, Olavo Correia will hold a meeting with the Cabo Verdean community residing in the country.
