Council of Ministers approves revised State Budget

Luanda, ANGOLA, April 30 - The Council of Ministers approved on Tuesday in Luanda the proposal for a revised General State Budget (OGE) Law for the 2019 fiscal year, a legal document aimed at adjusting the current amount of income and expenses to new economic reality.,

According to the Press Release distributed at the end of the meeting chaired by the President of the Republic, João Lourenço, the readjustment is based on a reduction of tax revenue due to the volatility of the oil price in the international market.

This has created macroeconomic imbalances, which undermines the implementation of the State Budget and jeopardizes the achievement of macroeconomic strategic objectives.

The revised OGE proposal, with revenues estimated at AKZ 10 trillion will be submitted to the National Assembly.

At the same time, the Council of Ministers approved the report on the execution of the Budget for the fourth quarter of 2018, which presents data on its execution during this period, including the budget, financial and equity balance sheets, as well as and recommended that it be sent to the National Assembly.

In the field of economy and planning, the timetable and the action plan for the review of the long-term development strategy "Angola 2025" for the 2050 horizon, which sets out a governance model to ensure adequate supervision and follow-up implementing the strategy in order to produce the expected results.

The meeting also approved the report and accounts of the National Bank of Angola for the year 2018, a document that allows the correct evaluation of the economic and financial performance of that institution, in view of the national and international economic framework.

State Organization

The manual that regulates the technical specifications and the provision on the deference and the use of the National Flag, the National Insignia and the National Anthem, document that establishes the circumstances of use of the national symbols, defined in the Constitution of the Republic of Angola, taking into account its importance, as relevant references for the identification of the State and for the defense of independence and national unity, was also approved.

The Council of Ministers has ratified the master plans of the municipalities of Benguela province, territorial management instruments containing strategic guidelines, criteria and parameters that should be developed and applied by other municipal, urban and rural, sectoral and special plans.

The Council of Ministers terminated the concession for exploration, research, development and production of natural gas, condensates and liquids extracted from natural gas attributed to Sonangol-EP, pursuant to Decree-Law No. 11/09 of June 8, for non-compliance of the obligations assumed by the consortium with regard to the presentation of an economically viable gas project.

Telecommunications Sector

In the area of telecommunications, the national numbering plan was approved, a document that establishes the principles, criteria and objectives for allocating, recovering, replacing and reserving the various codes of electronic communications services, in order to ensure a competitive market environment.

The national frequency plan, which ensures efficient management of the radio spectrum, with a view to improving the provision of mobile and fixed communications, sound and television broadcasting services and other services such as security, defense, transport, protection civil and environmental policy, has also been submitted for approval.

Within the same framework, the Council of Ministers approved the White Paper on Information and Communication Technologies (ICT) 2019-2022, which establishes policy measures and strategies on information and communication technologies, thus constituting an instrument of this sector.

Cultural domain

In the field of culture, the session changed the organic statute of the Ministry of Culture, extinguished the National Directorate of Copyright and Related, and created the National Copyright and Related Services, which will ensure the administrative management of the system national legislation on copyright and related rights, propose necessary legislation and ensure compliance.
