Minister foresees deep changes in State administration
Luanda, ANGOLA, March 19 - The minister of Territory Administration and State Reform, Adão de Almeida, hopes that the implementation of the municipalities, planned for next year, will represent a profound restructuring in the way of being and acting of central and local administrations in the country.,
The cabinet official, who spoke after the presentation of the Report of the Public Auscultation Process on the Municipal Legislative Package, understands that the success of the process depends on the participation of society and advocates a redesign of the reform of the central administration of the State.
With the reform, said the minister, the ministerial departments will have less intervention in the municipalities.
Adão de Almeida added that the implementation of municipalities will also impose a reform in the administration and management of public finances.
He explained that with this action, municipalities will become financially autonomous, so that in addition to possible transfers from the State, they will have their own financial resources, resulting from the collection of taxes and fees to their residents.
According to the minister, the implementation of the reform will emerge a new public administration, different from the one that the country knew during 44 years of sovereign and independent state.
