Transport and housing competences transferred to provincial governments

Luanda, ANGOLA, November 20 - Some competences of the ministries of Transport, Territory Planning and Housing and of the Construction and Public Works Ministry are since Monday, transferred to provincial government as part of the ongoing administrative decentralization process. ,

The transfer ceremony was presided over by the State minister and head of the President’s Civil Office, Frederico Cardoso, attended by several ministers namely of Territory Administration, Adão de Almeida, of Transports, Ricardo Viegas de Abreu, of Construction and Public Works, Manuel Tavares de Almeida, and of Territory Planning and Housing, Ana Paula de Carvalho.

 

The governors of the country’s 18 provinces also took part in the ceremony.

 

As from now, the provincial governments will be responsible for the inter-municipal taxi licensing and management articulation of the inter-municipal and provincial public transports, with firms linked to this sector.   

 

The provincial governments are also in charge of granting license for the  construction and other activities linked to urban real estate.   

 

As regard to the territory planning and housing sector, the provincial government  are now tasked of drafting municipal plans proposals for the planning of territory in compliance with law, delimit the urban development areas and of priority construction.  

 

Provincial governments must also encourage the private sector’s housing construction and methodologically monitor the assisted-housing construction.

 

 This is the second phase of transfer of competences of ministerial departments, have been attributed to provincial governments, which in its turn will subsequently give this responsibility to municipal administrations; the first stage took place in October 29 this year.
