Transfer of competences stimulates efficacy in public administration

Luanda, ANGOLA, November 20 - The transfer of competences from ministerial departments to provincial governments will reduce bureaucracy and stimulate major efficacy in the task of giving solution to local problems, said last Monday, in Luanda, the Transports minister, Ricardo de Abreu.,

Last Monday one more step in the country’s de-concentration and decentralisation process was taken, with the transfer of competences from the Ministries of Transport, Territory Planning and Housing, Construction and Public works to the provincial governments.  

 

The transfer ceremony was chaired by the minister of State and chief of Staff of the Head of State, Frederico Cardoso, and witnessed by the ministers of Territory Administration, Construction and Public Works, Territory Planning and Housing.

 

On the fringes of the ceremony, Transports minister Ricardo Abreu said that with this move the collection of revenues and licensing of activities will be done by the municipal administrations.

 

The government official envisages greater space for creativity and innovation at the level of municipal mobility, depending on the dynamics of each municipal administration.

 

He reminded, however, that despite the transfer of competences the ministerial department will be supervising the technical and operational conditions at local level.

  

On the occasion, the provincial governor of the central Bié Province, Pereira Alfredo, commended the process and stressed that it will strengthen the local administrations and give them major intervention capacity.

 

The governor of the eastern Lunda Sul Province, Daniel Félix Neto, said this transfer of competences is to bring about greater speed in the resolution of people’s problems, since the goal is to provide a better and better public service.
