Centralization of powers in Africa deepens conflicts says official
Malanje, ANGOLA, May 9 - The weak material and financial capacity of the municipalities due to the centralization of powers were pointed out Tuesday in Luanda as factors that make some African states vulnerable to various forms of national and transnational conflicts.,
The statement was from the technical advisor of the Ministry of Territory Administration and State Reform, Eduardo Lisboa.
The official was lecturing on the "Concertation and Integration in the Decentralization Agenda in Africa: Angola's Strategy in the Contribution of Public Policies for Local Development.
The lack of response to citizens' needs associated with the shortage of qualified staff has also been seen as a source of conflict.
In his view, in order to resolve such conflicts, African states should align their public policies with instruments of concerted action and integration of the African Union, diplomas that favor the administrative decentralization through the implementation of local authorities.
Eduardo Lisboa stressed that Angola still does not have an effective decentralization, but noted the exercise of proactive local governance and the existence of a national development plan with an impact on the development of the municipalities.
The lecture was promoted by the Ministry of Territory Administration and State Reform and was attended by municipal administrators, provincial directors and other guests.
