Local governments represent greater state reform - Minister

Luanda, ANGOLA, April 29 - The first local elections in Angola, set for the year 2020, will be the biggest reform of the state administration's apparatus after independence, said last Saturday the minister of Territory Administration and State Reform, Adão de Almeida.,

The minister said so in a meeting with the commissions of residents of the Luanda Province, held in the Cidadela arena, in Luanda, aimed of clarifying the upcoming institutionalisation of local governments.

 

 Adão de Almeida said that the depth of the reform and the changes to take place will make it possible to conclude that the country is embarking on the greatest reform of the local administration and even of the public administration in general, since the existence of Angola as an independent state.

 

He also explained that the country has a trajectory of a state essentially with an increasing load of centralization, as result of the historical process and of the period in which the state administration was only circumscribed to one-third of the national territory, so all these elements motivated a considerable centralization that has led to the present context.

 

Now with this reform that will be profound, he said, there will be changes to several parameters regarding  the way governance  is done and organised.

 

He added that local governments are a new reality that people still do not understand and others have misinterpreted the concept, so the government is holding clarification meetings to dissipate all the doubts of the population.

 

He explained that with the holding of the first local elections, the power of local authorities will be strengthened and it will be laid the basis for greater intervention of the local councils in solving the problems of residents.
