Executive prepares juridical package on local governments

Luanda, ANGOLA, March 23 - The Angolan Executive has been working in the preparation of a package of laws relating to the organisation and functioning of elected local governments, so that afterwards this juridical package can be submitted to the National Assembly, said last Thursday, in Luanda, the Angolan Head of State, João Lourenço. ,

The mentioned juridical package is made up of the draft-laws on “Attribution and Competences of Local Governments”, “Local Finances”, “Administrative Supervision of the Local Governments” and “Electoral Law for the Local Elections”.  

 

Speaking at the opening of the meeting, President João Lourenço said that there is consensus between the Executive and the main political parties, as well as the civil society, in regard to the holding of the first local polls before the next general elections (in 2022).  

 

He spoke of the need for a broad debate in society about this new stage of the country’s democratic process, so that the first municipal elections can happen under the umbrella of consensual organisational aspects.

 

He also reminded that the Executive has been taking concrete steps, in as far as its competences are concerned, in the preparation of the conditions for local elections, such as by strengthening administrative de-concentration measures, approval of local financial regime, creation of a National Equilibrium Fund and the Municipal Equilibrium Fund.  

 

The meeting of the President’s advisory body analysed information related to the 2018 State’s General Budget (OGE) and the Strategy to Implement the Local Governments.  

 

The Council of the Republic is a consultation organ of the president in which several officials of the state take part, while others are appointed by the Head of State representing different areas of Angolan social life.

 

The meeting was marked by the presence of José Eduardo dos Santos, in his capacity as former head of State as mandated by the Angolan Constitution, a scenario that was deemed a representation of a peaceful transition of power and normal functioning of the country’s institutions.
