Saurimo, ANGOLA, February 26 - The Government will provide the National Science and Technology and Innovation System with a financing mechanism to be set up soon, so that the institutions and individuals can apply for projects, actions and activities to support the 2018/2022 National Development 2018-2022, said Monday the head of State, João Lourenço. ,

 

The President said so in Saurimo, eastern Lunda Sul province, where he paid a few-hour visit to chair the opening ceremony of the 2018 Academic year.

 

The Statesman mentioned the lack of financing mechanism as one of the major constraints in the scientific research in Angola.

 

João Lourenço acknowledged that what is invested in scientific research in the country is far from the minimum value of one percent of GDP (gross domestic product), as recommended by UNESCO and adopted by SADC.

 

According to him, research centers that exist in universities and ministerial departments should aggregate values ​​through the scientific articles published in the special journals, as well as in the form of new products, prototypes, innovations and patents that emerge.

 

He said that the Executive will guide the sector that governs scientific research so that, in interaction with other sectors, work quickly to motivate and attract national teachers to the career of scientific research.

 

The head of State hopes that scientific research contribute not only to respond to the demands and needs of the social and economic environment in which it develops, but also to guarantee the quality of teaching.

 

João Lourenço spoke of the need of a strong connection, in particular at the level of higher education, between the teaching and learning process and research, and technology transfer and innovation.

 

He recalled that the government set up in 1997 the then Ministry of Science and Technology and approved in 2011 the national science and technology policy and innovation.

 

The president stated that like in most African countries, Angola also encountered numerous difficulties in the early years of independence to develop and consolidate its higher education and research institutions due to factors such as the lack of staff and clear policies on importance of scientific research.
