Bronkhorspruit Public Hearings on Communal Property Associations Amendment Bill

The Portfolio Committee on Rural Development and Land Reform will tomorrow hold public hearings on the Communal Property Associations (CPA) Amendment Bill [B12-2017] in Bronkhorspruit, Gauteng. The hearings are to afford all interested stakeholders an opportunity to make their contributions in strengthening the Act to ensure that it serves its purpose.  

The amendments were necessitated by governance challenges picked up when implementing the principal Act. Some of the identified challenges include beneficiaries of the land making decisions, such as selling the land without giving notice to the Minister as well as the inability of the department to intervene in cases of disputes.

The main objectives of the proposed amendments to the CPA is to protect the rights of the beneficiaries. This will be done by encouraging participation by beneficiaries in decisions that affect them in relation to the administration of the land, as well as make provision for the establishment of the Office of the Registrar of CPAs to assist with the governance of the associations.
