The Honourable Mélanie Joly, Minister of Canadian Heritage, invites teams of professional artists, landscape architects, architects and other urban design professionals to submit their credentials and examples of prior work to the Request for Qualifications for the Memorial to the Victims of Communism - Canada, a Land of Refuge. Information on making a submission can be found on the Memorial to the Victims of Communism - Design Competition page. The deadline for submission is October 11, 2016.

This first phase of the design competition will evaluate qualifications and put up to five teams on a short list; the second phase-the Request for Proposals-will invite these finalists to develop their design concepts. The public will be invited to review the finalists' proposals before a design is chosen.

This memorial will recognize our country's international role as a place of refuge for people fleeing injustice and persecution and honour the millions who suffered under communist regimes.

• A public consultation conducted in February 2016 indicated that Canadians would like this memorial to reflect Canadian values, be intimate in feel, encourage reflection, prompt discussion and inspire visitors of all ages to learn more about the past.
• The memorial will be built just west of the terraces of the Garden of the Provinces and Territories in downtown Ottawa.
• The design competition-Request for Qualifications, Request for Proposals, public review of finalist designs and announcement of the winning design-is expected to conclude in spring 2017.
• The Department of Canadian Heritage is developing this monument project on behalf of Tribute to Liberty and in partnership with the National Capital Commission.
• Tribute to Liberty, established in 2008, is a Canadian charity whose mission is to establish a Canadian memorial to commemorate the victims of communism.
