Cincinnati – The U.S. Department of Energy (DOE) Environmental Management Consolidated Business Center announced it intends to solicit by means of full and open competition for a company with the specialized capabilities necessary to successfully perform all of the elements of scope for the upcoming Environmental Management (EM) procurement for the longer term legacy cleanup requirements at the Los Alamos National Laboratory (LANL). This competitive procurement represents the second phase of DOE’s effort to transition the legacy cleanup activities at LANL from the National Nuclear Security Administration (NNSA) to EM oversight and management. On September 23, 2015, EM awarded a sole source bridge contract to Los Alamos National Security, LLC (LANS) of Los Alamos, NM for the completion of short-term legacy cleanup activities at LANL while this competitive procurement is conducted. The Bridge Contract includes legacy cleanup scope previously performed by LANS under the NNSA-managed LANL Management and Operating Contract.

The competitive solicitation for the Post Fiscal Year (FY) 2016 legacy cleanup activities is anticipated to include requirements for a significant portion of the work to be accomplished by small businesses and will be a hybrid-type contract with cost reimbursable and firm fixed price components with a period of performance of five years.

The services to be provided under the solicitation will include a continuation of the major areas of scope identified in the bridge contract, which mainly include:

• Solid Waste Stabilization and Disposition
• Soil and Water Remediation
• Deactivation and Decommissioning of Defense Nuclear Facilities

Since its inception in 1943 as part of the Manhattan Project, LANL’s primary mission has been nuclear weapons research and development. The LANL EM Program mission is to safely secure and to achieve cleanup and risk reduction of legacy material, facilities, and waste sites at LANL in support of DOE’s Strategic Plan to safely complete the environmental remediation of legacy and active sites while protecting human health and the environment. Since October 1, 1998, the programs that characterize and remediate contaminants in the environment, decontaminate and decommission (D&D) process-contaminated facilities, and manage and dispose of legacy transuranic (TRU) waste have been funded by DOE EM.
