These key additions will help the company meet the increasing demands of its fast-expanding client base. ETC has proven resilient during the recession, providing highly specialized architectural design and construction services for the healthcare and life science industries enhanced with its unique expertise in seismic retrofit for hospitals and biotech facilities. Each of the new hires brings decades of experience to the ETC team.

Key Hire Biographies:

Kyle L. Seeman – Project Executive/Senior Project Manager
Kyle has completed over $1.1B in construction projects with individual projects exceeding $410M. Before joining the ETC Building & Design team, Mr. Seeman was a consultant for Siemens Building Automation and prepared an RFQ response for the Apple 2 Campus in Cupertino, CA. Prior to that he was the Vice President of Operations at Hospital Building & Equipment Company, the world’s largest design-builder of healthcare facilities. As Vice President representing the construction side of the firm, he managed all facets of projects from pre-construction through design and permitting.

Before his time at HBE, Mr. Seeman was a Sr. Project Executive at Rudolph and Sletten, where he acted as a separate business unit within the Irvine Division. He managed 70 professionals and numerous projects with multiple staff entities. His attention to client satisfaction maintained the company’s reputation for quality work and ultimately led to additional work for the division and the company.

Steve Nielsen – Architect/Project Manager
As a registered architect, Mr. Nielsen has extensive project management experience, with over 60 healthcare projects completed to date. His experience spans all phases of healthcare management, from planning through construction and post-occupancy review. He has worked all three sides of the construction equation: Architecture, Owner and Construction Management, giving him a rare perspective and making him an ideal fit for the ETC Building & Design team.

Prior to his employment with ETC, Mr. Nielsen was a project manager and project architect with Kaiser Facilities Services and was the in-house Project Manager/Project Architect for El Centro Regional Medical Center where he negotiated with O.S.H.P.D. during the submittal phase saving the hospital over $7 million, while creating the campus master plan and construction documents for the design-build first phase.

Donna Walton – Project Manger
Before starting with ETC, Ms. Walton was a project manager for Pacific Building Group in San Diego, CA. She was responsible for the overall success, client satisfaction and construction of the numerous O.S.H.P.D. driven projects, at hospitals such as: Sharp, UCSD Medical Center and Scripps. Her responsibilities included coordinating the pre-construction stage, scheduling, coordination of all trade contracts, day-to-day cost controls, submittal control, schedule maintenance, document control and overall team communication. Ms. Walton also worked for Bilbro Construction Company for over ten years.

Ms. Walton attended the University of California, San Diego and obtained a certificate in purchasing management. She is a self-motivated and resourceful project manager with experience in both medical and high-end tenant improvement construction.

Mike Sirkis – Chief Estimator
Mike Sirkis has over and three decades of construction experience in management and supervisory roles as Project Superintendent, Project Manager, Senior Estimator, Chief Estimator, Manager of Preconstruction, and Director of Contracts for firms such as: T.B. Penick & Sons, Highland Partnership Swinerton & Walberg and M.H. Golden / Centex Golden, culminating in over $1B of awarded construction projects.

While attending Cal Poly S.L.O. he also worked for a Concrete Contractor, first with his crews and then as his Estimator. His schooling and varied practical work experiences quickly launched him into senior status in the California construction industry. Mike secured Hospital projects from San Diego, Newport Beach, Los Angeles, San Francisco and Sacramento.

He enhanced many projects by creativity promoting the Owner’s best interest through personal service and involvement. His experience has enabled him to thoroughly analyze situations, make insightful decisions, and implement wise actions in support of complex construction projects. His deep knowledge of Estimating best practices coupled with his extensive subcontractor relations makes him a great addition to lead the charge in ETC estimating department.

Marie White – HR Manager
Ms. White has extensive experience with all aspects of management, including Human Resources and Accounting. Her organized and detail oriented nature make her a solid member of the ETC team. As a professional in Human Resource Management (CA-PHR), Ms. White is adept at interviewing, training and supervising employees to achieve company objectives.

Marie has an undergraduate degree in Psychology from the University of Northern Colorado and a Certificate in Human Resource Management from Cal State University, San Marcos. Marie brings with her over 20 years of experience working in management and accounting here in San Diego.
