The horrors, cover-ups and retaliation continue un-checked throughout NYS, federal criminal investigations and civil rights investigations are vital. The injustices, gross incompetence, gross negligence of not providing safe care and services that are free from abuse and neglect in NYS, as well as the retaliation against people that do what is right must be stopped.
Since I publicly released the open letter to Deputy Secretary of Health Francis http://www.einnews.com/pr_news/357529816/retaliation-against-whistle-blowers-serving-the-disabled-in-new-york-state , which is again attached in this press release below, Deputy Secretary of Health Francis reached out to me right away to inform me that he would not be meeting with me nor did he want me to stop by his office at the Capital any more. Deputy Secretary of Health Francis is attempting to silence me as a whistle-blower and one of the top advocates for the disabled and their families in New York State. The intimidation and scare tactics against me simply do not work, I am a voice for the vulnerable and defenseless and Deputy Secretary of Health Francis cannot silence me. I have every right to speak out against such injustices so that the disabled will eventually be better cared for and protected. When I mentioned to him that he has the responsibility, along with Governor Cuomo, to stop the wide-scale discrimination of New Yorkers with disabilities, to stop the internal criminal cover-ups of most physical and sexual assaults, as well as criminally negligent deaths, and to stop the massive Medicaid fraud and to stop the protection of unsafe facilities and group homes and their staff involved in crimes against the disabled and the fact that his actions and in-actions affect 1,000,0000 New Yorkers under his authority he hung up the phone on me. Before Deputy Secretary of Health Francis hung up the phone though I asked him what he and the Cuomo administration were going to do to stop the horrors, atrocities and the purposeful bypassing of the 911 emergency call systems and the discrimination against the disabled, there was only silence on the other end of the phone. New York State, nor Deputy Secretary of Health Francis appear to have any intention to change or stop the horrors still happening behind closed doors since they were exposed through a massive award winning New York Times “Abused & Used” investigative reporting series which was a runner up for a Pulitzer Prize http://www.nytimes.com/interactive/nyregion/abused-and-used-series-page.html?_r=0 .
Through the Jonathan Carey Foundation www.jonathancareyfoundation.org it is important to bring to light what is going on in New York State behind closed doors. I have attached the letter to Deputy Secretary of Health, Paul Francis, whom to date has ignored dozens of my requests to take EMERGENCY actions protect and save the lives of countless innocent and extremely vulnerable children and adults with disabilities living in known unsafe and extremely dangerous and deadly facilities and group homes. As Deputy Secretary of Health Paul Francis, who is directly under the authority of Governor Andrew Cuomo, looks the other way, thousands of reports of abuse and neglect and deaths are being reported to another State agency he oversees. Most of the reported incidents, in many cases crimes, never are reported to local authorities and never are criminally investigated. Most deaths numbering in the hundreds monthly are never reported to County Medical Examiners and Coroners or the County elected District Attorney. The cover-ups are massive in scope and Deputy Secretary of Health Francis is fully aware and he is doing nothing to stop these atrocities.

Dear Deputy Secretary of Health Francis,
You also have the direct responsibility to stop the retaliation against whistle-blowers such as myself, Jeff Monsour and those employed like Mr. Willett that simply speak the truth and testify of the unsafe conditions that are endangering the safety, health and lives of innocent and extremely vulnerable children and adults with disabilities.
I have requested of you numerous times along with former Deputy Secretaries of Health James Introne and Courtney Burke to STOP the blatant retaliation against Jeff Monsour and to honor Governor Cuomo's directive to get Jeff Monsour out of the known OPWDD hostile work environment and promote him to a well paying job of his liking. Each of you have failed to do so. Instead, the retaliatory attacks against him and those that verify the truth of what is going on behind closed doors such as Mr. Willett continue.

Now that you are being personally and publicly named in the Times Union are you finally going to STOP the retaliation, finally ensure the promotion of Jeff Monsour whom I believe to be a hero and probably the best caregiver throughout NYS? Mr. Monsour also was part of saving a person with disabilities life and his heroic efforts never were recognized.
OPWDD is an unsafe State agency operating lawlessly in such levels of incompetence and gross negligence. This rogue entity with no genuine oversight directly allows countless innocent people to suffer severe injuries or death by individuals that should have been removed from employment and prosecuted. At the same time, people that try to actually do what is critical to protect and save lives are retaliated against and you do nothing? Stop the foolishness, stop the massive Medicaid fraud, stop the preventable crimes and cover-ups of crimes and deaths, stop the blatant discrimination in civil rights, stop the bypassing of 911, stop the unsafe care and conditions, stop denying the disabled equal protection of laws and stop the protection of abusers, pedophiles, those that are involved in wrongful deaths and incompetent administrators involved in Medicaid fraud and criminal cover-ups.
