Gatchalian seeks Senate inquiry on state of education in BARMM

Senator Win Gatchalian is seeking an inquiry on the state of education in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to address low enrollment, improve learner outcomes, and improve access to quality basic education in the region.

"Several decades of armed conflict and civil unrest have greatly affected the quality of basic education as evident in the performance of BARMM in several education indicators," said Gatchalian.

Proposed Senate Resolution No. 455 will review the status of the implementation of the education provisions of the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao (Republic Act No. 11054) and the Bangsamoro Education Code (BEC) of 2021. The BEC of 2021 was signed into law pursuant to the mandate of the BARMM organic law to enact legislation strengthening the Madaris school system.

The senator flagged that historical Net Enrollment Rate (NER) has been a persistent problem in BARMM, with the problem being more pronounced in Junior High School (JHS) and Senior High School (SHS). While the national NER is 97%, only about 36% of individuals aged 12 to 15 are enrolled in JHS, and 10% of individuals aged 16 to 17 are enrolled in SHS.

According to the 2020 Philippine Statistics Authority's Annual Poverty Indicators Survey, among the top reasons for non-attendance in schools are the high cost of education (21%), accessibility of schools (17%), and lack of personal interest (16%).

Gatchalian also pointed to the latest Cohort Survival data for BARMM. For every 100 children who enrolled in Grade 1 in School Year (SY) 2010-2011, only 17 were able to graduate Grade 12 in SY 2021-2022. This is substantially lower than the national average of 57 Grade 12 graduates in SY 2021-2022 out of every 100 Grade 1 enrollees in SY 2010-2011.

The lawmaker is further alarmed by the results of the last seven National Achievement Tests (NAT) administered in the region, which reveal low performance in English, Science, and Mathematics. NAT results show that Grade 6 learners exhibit near proficiency in English (52.4%) and Mathematics (52%), and low proficiency in Science (46%).

Estatdo ng edukasyon sa BARMM ipasusuri ni Gatchalian

Inihain ni Senador Win Gatchalian ang isang resolusyong layong repasuhin ang estado ng edukasyon sa Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) upang tugunan ang mababang enrollment, iangat ang performance ng mga mag-aaral, at palawigin pa ang access sa dekalidad na edukasyon sa rehiyon.

"Nakaapekto sa kalidad ng edukasyon sa BARMM ang maraming dekada ng armadong tunggalian at kawalan ng kaayusan batay sa mga mga sukatang may kinalaman sa edukasyon," ani Gatchalian.

Sa ilalim ng Proposed Senate Resolution No. 455, susuriin ang lagay ng pagpapatupad ng Bangsamoro Education Code (BEC) of 2021 at mga probisyon ng Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao (Republic Act No. 11054) na may kinalaman sa edukasyon. Nilagdaan ang BEC of 2021 alinsunod sa mandato ng BARMM organic law sa pagkakaroon ng batas upang patatagin ang Madaris school system.

Pinuna ng Senador na hamon sa rehiyon ang historical Net Enrollment Rate (NER), lalo na sa Junior High School (JHS) at Senior High School (SHS). Bagama't umabot sa 97% ang NER sa buong bansa, 36% lamang ng mga kabataang 12 hanggang 15 taong gulang ang enrolled sa JHS, samantalang 10% naman ng mga kabataang 16 hanggang 17 taong gulang ang enrolled sa SHS.

Ayon sa Annual Poverty Indicators Survey ng Philippine Statistics Authority (PSA), kabilang sa mga pangunahing dahilan ng hindi pagpasok ang gastos sa edukasyon (21%), accessibility ng mga paaralan (17%), at kawalan ng personal na interes (16%).

Pinuna rin ni Gatchalian ang pinakahuling datos ng Cohort Survival sa BARMM. Kada 100 bata na enrolled sa Grade 1 para sa School Year (SY) 2010-2011, 17 lamang ang nakatapos ng Grade 12 noong SY 2021-2022. Napakababa nito kung ihahambing sa 57 na mag-aaral na nakatapos ng Grade 12 noong SY 2021-2022 kada 100 mag-aaral sa Grade 1 noong SY 2010-2011.

Naaalarma din ang mambabatas sa mga pinakahuling resulta ng pitong National Achievement Tests (NAT) sa rehiyon. Ayon sa mga resulta ng NAT, umabot sa near proficiency ang kakayahan ng mga mag-aaral sa Grade 6 pagdating sa English (52.4%) at Mathematics (52%), samantalang low proficiency naman ang naitala pagdating sa Science (46%).
