State bills propose new court for defendants with mental health issues
Two pieces of legislation would create the Community Assistance, Recovery and Empowerment Court Program. Both bills look to establish a new civil court for mentally incompetent defendants charged with a misdemeanor who suffer “schizophrenia spectrum or suffer psychotic disorders,” according to the bills.
