Joaquim Chissano highlights gradual implementation of local governments

Luanda, ANGOLA, June 7 - The economic and financial situation of municipalities, minimum amount of qualified human resources, among other factors, were mentioned last Wednesday, Luanda, by the former Mozambican President, Joaquim Chissano, as essential conditions that justify the need for gradual implementation of local governments. ,

Joaquim Chissano was delivering a lecture on “The challenges of Mozambique in the process of implementing local governments” at a conference organised by the Angolan Catholic University (UCAN).

 

The former president said that the local governments can be implemented gradually, having into account the conditions of each municipality and the number of towns and cities.

 

In view of this, he said, there is a need to create conditions in municipalities to accelerate the institutionalisation of local governments and, thus, respond with more efficacy to the aspirations of the citizens.

 

For such move to be successful, he went on to say, the cadres need to have certain capacities, as well as there has to be political will to avoid many hindrances.   

 

He also stressed that each country has to study the best way to apply the gradualism principle in the institutionalisation of local governments, which means there must be a consultation with the various sections of society, because it takes many years to fully materialise such a process and there are different perspectives to it.

 

Speaking in the same conference, the ambassador of Cape Verde to Angola, Jorge Figueiredo, defended the same idea (gradualism) and stressed that the implementation of local governments demand strong organisational apparatus, so as to enable the municipality dwellers to take their own decisions.   

 

He then emphasised that this type of decentralisation gives the citizens the opportunity to be more participative in their communities, reason why it is advisable to implement the local governments gradually.

 

The conference, which ended on the same day, had three panels with three main lecturers, namely the Angolan jurists Carlos Feijó and Virgílio Fontes Pereira, as well as the former Mozambican minister of Territory Administration, Alfredo Wiliam.

 

The event was attended by members of the Angolan National Assembly (Parliament), judges, academics and guests.
