Current Scenario 
• Infrastructure capacity addition for collection and treatment has not kept pace with population growth. 
• Against a requirement of 68,200 mld, the present capacity is just about 23,759 mld. Over 65 per cent of the sewage generated in India is discharged untreated.

Government Initiatives 
• Over the last few years, the government, particularly at the central level, has taken a number of steps to improve the country’s sewage treatment infrastructure. 
• Three major programmes − Namami Gange, AMRUT and Smart Cities Mission − have been launched by the government to expand sewerage networks in urban areas. 
• The Namami Gange has been approved by the Cabinet, with an outlay of Rs 200 billion for the next five years. So far, 86 sewerage projects worth Rs 85 billion have been sanctioned for creating a treatment capacity of 1,900 mld and a sewer network of 4,031 km. 
• Under the AMRUT scheme, which aims to improve sanitation and drainage services in urban areas, a total of 797 sewerage and drainage projects involving an investment of Rs 242 billion have been approved by the government. 
• Further, a total of 60 cities have been shortlisted for development under the Smart Cities Mission. With regard to the mission’s progress on the ground, sewerage and septage management projects worth over Rs 23 billion have been approved so far.

Private sector participation 
• The scope of private sector participation has expanded from stand-alone O&M contracts to design, construction and long-term O&M of sewage treatment infrastructure. 
• The hybrid-annuity based PPP model is also being explored to revive investor interest in the sector. 
• Past experience suggests that the private sector has been able to improve operational performance, create efficiency as well as bring in investments. 
• Private operators have started evincing interest in operations and maintenance as well.

Recycle and reuse of wastewater 
• The concept of recycle and reuse of wastewater has gained significant interest in the country. 
• Industries are also opening up to the idea of deploying advanced technologies to treat effluents, as well as recycle and reuse it for industrial purposes. 
• Besides, a number of municipal corporations are reusing treated wastewater for greenbelt development, washing and other non-potable purposes.

Energy from sewage treatment 
• There is tremendous potential for producing energy from municipal and industrial wastewater treatment in India. STPs with a total capacity of 2,445 mld are producing more than 41 MUs of energy at present. 
• Further, India has the potential to generate approximately 335-448 MUs of power from biogas generated during the sewage treatment process (as per India Infrastructure Research estimates). 
• States with the maximum potential for energy generation from sewage include Delhi (~115 MUs per annum); Gujarat (~101 MUs per annum); and Maharashtra (~59 MUs per annum).

Opportunities galore 
• The sewerage sector in India is all set to grow, driven by the government’s ambitious programmes to develop and upgrade sewerage infrastructure in all cities. 
• India Infrastructure Research estimates that 104 sewerage projects involving an investment of over Rs 625 billion are under implementation or are planned to be taken up in the future. 
• Around 5,115 mld of treatment capacity and 6,345 km of sewerage network will be added by these projects. 
• Among states, Maharashtra will offer the maximum opportunity both in terms of investment and capacity addition. 
• With a strong pipeline of projects, the sewerage sector offers several business opportunities across different segments − contractors, consultants, equipment and technology suppliers, material suppliers and other ancillary market segments.

Issues and the Way Forward 
• Overall, the outlook for the sector is promising and offers huge opportunities for all stakeholders over the next few years. A large number of water supply projects have been approved and many more are on the cards. 
• ULBs need to step up their efforts to develop and manage sewerage networks. Greater stress should be laid on capacity building and manpower training. 
• There is also need to ensure effective co-ordination between various authorities and stakeholders in the project. 
• Guidelines prohibiting the use of freshwater for non-potable purposes must be strictly enforced. 
• As new projects get sanctioned under centrally-sponsored programmes, there will be more opportunities for all stakeholders – developers, contractors, technology and equipment providers and financiers 
• Going forward, the deployment of advanced technologies and solutions, the levy of separate user charges for sewerage services and strengthening PPPs will be the key growth enablers.
