Gazprom Pererabotka Blagoveshchensk receives residency status in Svobodny

Igor Afanasyev, Director General of Gazprom Pererabotka Blagoveshchensk, and Denis Tikhonov, Director General of Far East Development Corporation, today signed at the Eastern Economic Forum 2017 in Vladivostok an Agreement to conduct business in the Svobodny Priority Development Area (PDA).

The document was signed in the presence of Alexey Miller, Chairman of the Gazprom Management Committee, Yury Trutnev, Deputy Prime Minister of the Russian Federation and Presidential Plenipotentiary Envoy to the Far Eastern Federal District, Alexander Galushka, Minister for the Development of the Russian Far East, and Alexander Kozlov, Governor of the Amur Region.

Pursuant to the document, Gazprom Pererabotka Blagoveshchensk – the investor and customer for the Amur gas processing plant (GPP) construction project – was granted the residency status in the Svobodny PDA. The agreement will be valid until 2052 with an extension option and will thus apply both to the construction of the plant and the corresponding infrastructure and to their operation.

The residency status will allow Gazprom Pererabotka Blagoveshchensk to, inter alia, benefit from the conditions of the free customs zone and minimize customs payments for imported materials at the construction stage.

In its turn, Far East Development Corporation undertakes to ensure, through the use of budget funds, the construction and commissioning of the engineering infrastructure in the new residential district for the plant’s workers in the town of Svobodny.

Background

Gazprom Pererabotka Blagoveshchensk (part of the Gazprom Group) is the investor and customer for the Amur GPP construction project. The construction of the plant started in October 2015.

The Amur GPP will be the largest gas processing plant in Russia and one of the biggest in the world. It will have a design capacity of 42 billion cubic meters of gas per year. The GPP will also include the world’s largest helium production facility (up to 60 million cubic meters per year).

The plant will have six production lines with the annual capacity of 7 billion cubic meters each. Two process lines will come online in April 2021, while the other four will be consecutively put in operation before the end of 2024. The GPP is expected to reach its design capacity by 2025.

The Svobodny PDA was created by the Russian Government’s Resolution No. 673 dated June 3, 2017, in the municipalities of the Svobodnensky District and the towns of Svobodny and Skovorodino. Among other things, the document outlines the boundaries of the PDA and the types of business activities subject to the special legal regime.
