Russia’s “Year of Ecology” marked by a total RUB28 billion investment in Moscow refinery environmental projects by Gazprom Neft

In 2017 — designated Russia’s “Year of Ecology” — will see Gazprom Neft complete a range of projects directed at further reducing the plant’s environmental impacts, involving total investments of over RUB28 billion. The initiatives undertaken will improve efficiency in wastewater treatment at the plant, reduce the emission of pollutants, and improve energy efficiency in production. Modernisation of the Moscow Refinery, being undertaken by Gazprom Neft since 2011, will see the facility ranked among Europe’s best refineries in terms of production efficiency and environmental responsibility.

Construction of innovative treatment facilities — together comprising a “Biosphere” at the Moscow Refinery and designated part of the Federal Plan for the Year of Ecology by the Government of the Russian Federation — will be completed in autumn 2017. The unique “Biosphere” system, developed by the domestic Russian company, will ensure 99-percent efficiency in the treatment of the plant’s wastewater. Together with the sulphur—alkaline waste and process condensate treatment facility, which will also go into operation in 2017, the construction of Biosphere will complete the construction of the full water-treatment complex at the Moscow Refinery, resulting in a practically self-contained water-circulation system and significantly reducing the burden on local city water treatment facilities.

Work on the reconstruction of key technological facilities at the plant — the G-43-107 catalytic cracking unit and the AVT-6 crude distillation unit (vacuum distillation unit CDU/VDU) — was undertaken in early 2017. The CDU, in particular, has moved over to using more environmentally friendly gas fuel instead of liquid fuel. Completion of these works has allowed the production of modern, highly environmentally friendly Euro-5 fuels, as well as reducing resources consumption and, consequently, significantly reducing environmental impacts. A system for environmental monitoring remains under development at the plant, in line with recommendations from the Ministry of Natural Resources and the Environment of the Russian Federation.

The consistent reduction of the plant’s environmental impact is one of the key priorities of the ongoing modernisation programme at the Moscow Refinery. Emissions have, already, seen a 50-percent reduction following completion of the first stage of reconstruction, conducted between 2011 and 2015, with atmospheric emissions reducing by 36 percent. Once modernisation is complete — in 2020 — the plant’s total environmental emissions are expected to reduce by a further 50 percent.

The Moscow Refinery — a subsidiary of Gazprom Neft — is one of the industry’s leaders in terms of high-performance Euro-5 gasoline and diesel production, and the country’s leading producer of construction bitumens. The Moscow Refinery supplies approximately 34 percent of the Moscow Region fuel market, and produces 30 branded oil products.
