HHS Secretary Sebelius Announces Senate Confirmation of William B. Schultz, Nominee for General Counsel, Department of Health and Human Services
HHS Secretary Kathleen Sebelius announced that, last night, the United States Senate confirmed William Schultz as General Counsel.
“William Schultz has a wealth of experience and expertise in many areas of health care and health policy. He is one of the most respected attorneys in this arena, and we are fortunate to have his leadership as General Counsel of HHS.”

William B. Schultz, General Counsel, Department of Health and Human Services
Mr. Schultz has been Acting General Counsel of the U.S. Department of Health and Human Services since March 2011. Prior to joining HHS, Mr. Schultz was a partner at the law firm Zuckerman Spaeder. From 1999 to 2000, he was Deputy Assistant Attorney General for the Civil Division at the U.S. Department of Justice where he was responsible for overseeing all Civil Division appellate litigation and the Department’s Tobacco Litigation Team. From 1994 to 1999, Mr. Schultz served as Deputy Commissioner for Policy at the U.S. Food and Drug Administration, where he was responsible for directing and overseeing all of the Agency’s major policy initiatives, including initiatives on tobacco and food safety. Prior to his tenure at FDA, he served as Counsel for the Energy and Commerce Committee's Subcommittee on Health and the Environment in the U.S. House of Representatives under Chairman Henry A. Waxman. Mr. Schultz began his career as a law clerk to Judge William B. Bryant of the U.S. District Court for the District of Columbia and for 14 years he litigated public interest law cases at Public Citizen Litigation Group. Mr. Schultz was also an Adjunct Professor at Georgetown University Law Center for 10 years, teaching courses in litigation and food and drug law. Mr. Schultz received his B.A. from Yale University and his J.D. from the University of Virginia School of Law.
