In comparison, <span class="xn-person">John McCain</span>&#39;s 2008 Presidential campaign received 26% of his donations from less than <span class="xn-money">$200</span> donors. </p> <p>According to multiple press outlets and the U.S. Citizens Association independent investigations, the Obama 2008 Presidential campaign failed to identify the sources of millions of dollars of campaign contributions that appear to have been illegally accepted by the campaign. Various media reports have pointed to the unknown sources as having illegally come from outside <span class="xn-location">the United States</span> and exceeded the contribution limits that would require reporting donor information to the Federal Election Commission.</p> <p>The FEC launched an audit of the Obama 2008 campaign in April of 2011, but no results of the investigation have been released to the public. According to reports in Roll Call, during the 2010 cycle, the Obama campaign led all organizations when it came to sending refunds to individual donors. Following the election, it disclosed disbursement transactions totaling more than <span class="xn-money">$5.7 million</span> in refunds.</p> <p>&#34;The FEC claims these audits take three to four years---or even longer---to complete. That&#39;s unacceptable,&#34; said <span class="xn-person">Lance Davis</span>, Executive Director of U.S. Citizens Association. &#34;President Obama has been in full campaign mode for at least the last year. We&#39;re in 2012 now. Is the Obama campaign still accepting questionable contributions and where are they coming from?&#34; Mr. Davis continued.</p> <p>&#34;The last thing the American people need is to find out in 2013---that <span class="xn-person">Barack Obama</span>&#39;s campaign did receive illegal campaign contributions from foreign nationals in 2008 and 2012---and hid it from the voting public. At that point the hay&#39;s in the barn---there&#39;s nothing that can be done. Maybe that&#39;s what they&#39;re hoping for,&#34; said Mr. Davis.</p> <p>Davis continued, &#34;Roll Call reports that as of the end of March (2011), Obama for America had spent nearly <span class="xn-money">$3 million</span> on legal fees since the 2008 election. In all, the president&#39;s campaign spent three times more on lawyers after <span class="xn-chron">Election Day</span> than in the two years preceding it. That alone should give the American people pause.&#34;</p> <p>The FEC has compiled a separate database of potentially questionable overseas donations that contains more than 11,500 contributions totaling <span class="xn-money">$3.38 Million</span>. More than 520 listed their &#34;state&#34; as &#34;IR&#34;, which the FEC often uses as an abbreviation for &#34;information requested.&#34; Another 63 listed it as &#34;UK&#34;, the <span class="xn-location">United Kingdom</span>. But others came from places as far afield as <span class="xn-location">Abu Dhabi</span>, <span class="xn-location">Addis Ababa</span>, <span class="xn-location">Beijing</span>, <span class="xn-location">Fallujah</span>, <span class="xn-location">Florence, Italy</span>, and a wide selection of towns and cities in <span class="xn-location">France</span>. The Washington Post reported in 2008 that &#34;the Obama Campaign allowed donors to use largely untraceable prepaid credit cards that could potentially be used to evade limits on how much an individual is legally allowed to give or to mask a contributor&#39;s identity…&#34;<br/><br/>&#34;Faced with a huge influx of donations over the Internet, the campaign also chose not to use basic security measures to prevent potentially illegal or anonymous contributions from flowing into its accounts, aides acknowledged. Instead, the campaign is scrutinizing its books for improper donations after the money has been deposited.&#34; Mr. Davis says this practice of disabling security measures could lead to single donors being able to give multiple donations of <span class="xn-money">$199</span> without being reported. &#34;In fact, almost half of the money Obama raised in 2008, almost <span class="xn-money">$200 Million</span> came from donors giving less than <span class="xn-money">$200</span>, twice the number of <span class="xn-person">John McCain</span>. But the research indicates that one donor in particular, who listed his name as &#39;Good Will&#39;, his employer as &#39;Loving&#39; and his occupation as &#39;You&#39; donated more than 1,000 times for a total of <span class="xn-money">$17,375</span>. The Obama campaign did nothing until notified by the FEC. The names of 70 senators were on the amendment as sponsors.  <br/><br/>Among its provisions is language to give the Guard&#39;s senior officer, the chief of the National Guard Bureau, a seat on the Joint Chiefs of Staff.<br/><br/>The House approved similar language in May. This means the measure now only needs Senate approval of the defense authorization bill and final congressional consent of the comprehensive defense bill to be sent to President <span class="xn-person">Barack Obama</span>, who promised to add the Guard to the Joint Chiefs in his 2008 campaign. <br/><br/>&#34;Last night brings us one step closer to the biggest legislative victory for the National Guard since the Dick Act of 1903 created the modern, dual-mission National Guard,&#34; said retired Maj. For those convicted of a felony, part of that vengeance has long consisted of a permanent ban from the voting box.</p> <p></p> <p>Change Coming</p> <p></p> <p>A recent New York Time editorial comments on a report from The Sentencing Project, a national non-profit organization that works on criminal justice policy issues, indicating there has been some thawing in the ice jam concerning the voting rights of those who have completed their sentences.</p> <p></p> <p>The Times notes "[t]he restoration movement gathered momentum after the 2000 election debacle in Florida, where thousands of people mistakenly listed as felons were purged from the rolls or turned away at the polls."</p> <p></p> <p>The editorial goes on to say "Democracy is strengthened when as many citizens as possible have the right to vote. Fully integrating ex-offenders back into society is also the best way to encourage their lasting rehabilitation." It seems elemental that once someone has completed their sentence, a sentence determined by the states legislature to be sufficient 'punishment' for their crime, their full citizenship should be restored.</p> <p></p> <p>The Sentencing Project report "Expanding the Vote" points to encouraging news. Nine states repealed or amended lifetime disenfranchisement laws, eight states have made the process of regaining the vote less onerous and three states improved data and information sharing.</p> <p></p> <p>Opinion and Litigation</p> <p></p> <p>Some movement has been based on public opinion. The report cites 8 in 10 Americans support voting rights for those who have completed their sentences. Litigation has also made some openings, arguing the racial and ethnic bias in the criminal justice system has resulted in racial discrimination violating Section 2 of the Voting Rights Act.</p> <p></p> <p>Improvements in Tennessee</p> <p></p> <p>In the words of the report "In 2006, Tennessee passed legislation that simplified what were previously the nation's most complex and confusing disenfranchisement laws." So just about any action would have been an improvement.</p> <p></p> <p>The prior law eligibility for regaining the ability to vote and the process on had to use varied depending on the type of crime and date of conviction. Having already outlawed the death penalty for juveniles, as of September 1, 2009, Texas also has outlawed life sentences without the possibility of parole for juveniles convicted of capital murder.</p> <p></p> <p>In explaining why he introduced the bill, Texas State Senator Juan "Chuy" Hinojosa stated that "[l]ife without parole, to me that's very cruel in the sense that they're not given a second chance."</p> <p></p> <p>However, that change brings little comfort to Litrey Turner and the approximately 20 other juveniles already serving life sentences without parole, as the law does not apply retroactively. Litrey was convicted of capital murder and sentenced to a life sentence without parole for shooting a store owner during a robbery.</p> <p></p> <p>Supreme Court Bans Life Without Parole -- Partially</p> <p></p> <p>In a recent decision by the United States Supreme Court, Graham v. Florida, the court ruled that it was unconstitutional for a juvenile to receive a sentence of life without parole for a non-homicide offense.</p> <p></p> <p>Writing for the majority in the Graham case, Justice Kennedy explained that declaring sentences without parole for juveniles in non-homicide cases unconstitutional "gives all juvenile non-homicide offenders a chance to demonstrate maturity and reform. The juvenile should not be deprived of the opportunity to achieve maturity of judgment and self-recognition of human worth and potential."</p> <p></p> <p>Effect in Texas</p> <p></p> <p>Because the Graham decision will not apply to non-homicide cases, it may do little for the approximately 20 juveniles still serving sentences of life without parole in Texas.</p> <p></p> <p>Litrey Turner does have hope, however. Litrey's life sentence was recently overturned and he will be given a new trial in the coming days, where the jury will be able to consider the charge of robbery.
