Blue Sky Solar CEO Bruce Carlson, Vice-Chairman Jim Cooke, VP Project Developer Brady Kelly and Engineer Carlos Romero were on hand July 12th when John McGlade, Chairman and CEO of Air Products, flipped an oversized switch and, as The Beatle's "Here Comes the Sun" filled the air, powered up the 15 acre, 2MW solar farm.

More than 500 Corporate and Government guests attended the ceremony, marking the completion of the largest silicon thin-film solar energy plant in the United States.

Blue Sky Solar, chosen by Air Products to be the project's turnkey installer, worked with Newkirk Electric Associates, which provided the mechanical and electrical construction; Newkirk was previously the primary contractor for the DeSoto Florida Power and Light 27MW PV solar complex, one of the largest operational solar PV plants in North America.

In early engineering work, Blue Sky optimized the solar field size by precise balancing of the inverters.

Consequently Air Products will now generate about 2MW of electricity rather than the previously announced 1.5MW. Now producing 2MW of renewable power, Air Products field reduces the company's dependence on purchased electricity, thereby lowering its carbon dioxide (CO2) footprint by approximately 2,000 tons per year. Clean solar energy will now power half of the company's six administrative buildings, saving $250,000 in annual energy costs.

Construction on the 15-acre site began in October, 2010. Blue Sky Solar installed a total of 11,239 silicon, tandem junction thin-film photovoltaic (PV) panels, manufactured by Astronergy and ENN Solar, both Air Products customers. In every phase of construction Blue Sky Solar developed and utilized innovative, cost-saving installation methods and balance-of-system components to significantly lower project costs.

/EINPresswire.com/ California's carbon markets have responded positively to a San Francisco judge's ruling that ordered further analysis from the California Air Resources Board (ARB) on alternatives to the state's cap-and-trade scheme, say brokers.

On Monday, the ARB appealed the decision and the office of the state attorney general simultaneously issued a stay to allow the agency to continue preparations for the scheme while the case is with the appeal court.

Allan Bedwell, vice-president and director of global sustainability strategies at San Francisco-based brokers CantorCO2e, said: "We are seeing an increased level of transactions in the market, which we believe are being spurred by the judge's ruling and the appeal."

"We look at the developments over the last couple of days as providing greater regulatory certainty for the marketplace and expect the ARB to move forward on some critical milestones to get closer to finalising the programme for launch in 2012."

The California Environmental Quality Act (CEQA) requires government agencies to consider the impacts and alternatives before approving any plan or policy. Judge Ernest Goldsmith ruled last Friday that the ARB had "committed a prejudicial abuse of discretion" under CEQA and failed to adequately analyse alternatives to cap and trade. The judge denied the other challenges to AB 32, California's climate legislation.

An ARB spokesman said: "ARB is working on a revised scoping plan alternatives analysis that will fully address the issues raised in the court's decision. All interested stakeholders will have an opportunity to participate in the conversation about California's clean energy future. We intend to bring the revised analysis to the board for consideration as soon as possible."

But in remarks made at the Ceres conference in California earlier this month, the ARB's chairwoman Mary Nichols ruled out a carbon tax or further regulations.

"In the AB 32 plan itself we devoted three pages worth of discussion to other alternatives to cap and trade such as taxes - we did devote very little time to that because it's not going to happen - or additional regulations which we dismissed as not as feasible as the cap-and-trade programme."

The Friday ruling could have further delayed critical work, such as allocation of allowances, ahead of the scheme's launch in January 2012.

But the stay ordered by the office of the recently appointed state attorney, Kamala Harris, will allow the ARB's preparations to continue.

David Nussbaum, a director at Evolution Markets, a brokerage firm based in White Plains, New York, said that "the Californian allowance contract was actually bid up yesterday morning".

Nussbaum praised the ARB for its "efficient" response but added that businesses were becoming increasingly frustrated. "The one thing that these covered entities want is some guidance as to what is coming down the pipe. Knowing what their allocation is going to be is probably one of the most important factors for them."

The Association of Irritated Residents brought the challenge to the cap and trade programme because of concerns that cap and trade would enable large emitters to increase local pollution.

Tom Courtney, candidate for 27th Ward Alderman, has developed a plan that can improve the Chicago River. Courtney is running against incumbent Alderman Walter Burnett, Jr.

CHICAGO, ILLINOIS -- U.S. Green Technology has recognized Tom Courtney for his efforts in improving the Chicago River through his River Walk idea. If elected, Courtney plans to work toward the redevelopment of the Industrial Corridor in the 27th Ward to provide jobs as well as to revitalize the area along the Chicago River.

The River Walk Project would re-commission the land for use as a River Walk Casino and encourage the development of local businesses in the 27th Ward. It would make the Industrial Corridor environmentally friendly by re-purposing the land for commercial use and reducing the amount of industrial waste being poured into the river.

The Chicago River, which has been degraded through residential and industrial development, is one of the most polluted rivers in the United States. There are several freshwater fish that are prevalent in the river including large-mouth bass, blue gill and catfish. However, fishermen have been warned by the State of Illinois not to eat the fish due to PCB and mercury contamination. A do not eat advisory has been issue for carp that are larger than 12 inches.

Ethanol Subsidies on the Chopping Block

Nov. 4, 2010 /EIN Presswire/ -- The word "agriculture" was seldom mentioned in the political campaigns that just ended, but no area of public life may be more affected by the results.

The battle over changes in agricultural programs may begin as early as the lame duck session, during which Congress must decide whether to extend a 45-cent-a-gallon tax credit for ethanol blenders. Cutting the subsidy would directly affect big ethanol producers such as Archer Daniels Midland.

Unless extended, the tax credit for ethanol blenders, a 54-cent a gallon tariff on imported ethanol and a 10-cent-a-gallon small-producer tax credit all expire Dec. 31.

Republicans have pledged to make major cuts in government spending, and agriculture spending looms as a big target.

The five-year farm bill comes up for renewal in 2012 and the new version could look much different. As part of a compromise in the 2008 farm bill, many programs are scheduled to expire in 2012, including all research and crop production for cellulosic ethanol and advanced biofuels.
