Buyukmihci, V.M.D., Professor Emeritus of Veterinary Medicine at U.C. Davis. The Council is being appointed as part of the Keepseagle settlement.

"The Council for Native American Farming and Ranching will help Native governments, businesses, farmers and ranchers and tribal governments partner with USDA to create jobs, drive economic growth and strengthen tribal communities," Vilsack said.

Keepseagle v. Vilsack was a lawsuit alleging that USDA discriminated against Native American farmers and ranchers in the way it operated its farm loan program. The Obama Administration worked to settle the lawsuit in 2010 and the settlement was subsequently approved by the court.

The Council will suggest changes to Farm Service Agency (FSA) regulations and also provide internal guidance or propose measures that would promote the participation of Native American farmers and ranchers in all other USDA programs and support government-to-government relations between USDA and tribal governments. The Council is a discretionary advisory committee established under the authority of the Secretary of Agriculture, in furtherance of the settlement agreement.

Those appointed to the Council include:

Gilbert Harrison, Rancher, (Navajo Nation), Shiprock, N.M.

Henry Holder, Farmer/Rancher, (Choctaw Nation), Soper, Okla.

Michael Jandreau, Tribal Chairman, (Lower Brule Sioux Tribe) Lower Brule, SD

Gerald Lunak, Natural Resources Director, (Blackfeet Nation), Cut Bank, Mont.

Jerry McPeak, Farmer/Rancher and State Legislator, (Muscogee Nation), Warner, Okla.

Lance Morgan, CEO of Ho-Chunk, Inc., (Winnebago Tribe of Neb.), Winnebago, Neb.

Angela Sandstol, Natural Resources and Conservation official, (Native Tribe of Tyonek), Tyonek, Alaska

Edward Soza, Farmer/Rancher, (Soboba Band of Luiseno Indians), Banning, Calif.

Mary Thompson, Farmer/Rancher, (Eastern Band of Cherokee Indians), Cherokee, N.C.

Sarah Vogel, Civil Rights Attorney and former Agricultural Commissioner for North Dakota, Bismarck, N.D.

Mark Wadsworth, Natural Resources/Range Management, (Shoshone-Bannock Tribes), Blackfoot, Idaho

Four (4) USDA officials are also appointed to the Council:

Dr. Joe Leonard, Assistant Secretary for Civil Rights;

Janie Simms Hipp (Chickasaw Nation), Senior Advisor to the Secretary, Tribal Relations;

Bruce Nelson, Administrator, Farm Service Agency;

Chris Beyerhelm, Director, Farm Loan Programs, Farm Service Agency;

Members of the Council are appointed for two-year terms by the Secretary. The appointees include: Native American (American Indian and Alaska Native) farmers or ranchers; representatives of nonprofit organizations that work with Native farmers and ranchers; civil rights professionals; educators; tribal elected leaders; senior USDA officials; and other persons the Secretary deems appropriate.

The Council will hold its first meeting this summer. It will work with the Office of Tribal Relations, the FSA, and other USDA agencies to improve the success of Native farmers and ranchers who access USDA's entire portfolio of programs to build and achieve profitability in their businesses. Under Secretary Vilsack's leadership, USDA is addressing civil rights concerns that go back decades, and today's announcement of the appointment of the Council for Native American Farming and Ranching is another step toward achieving that effort.

The Council for Native American Farming and Ranching will provide guidance that will ensure that all Native American eligible applicants for USDA programs are served in an equal and fair manner. It will enable USDA to enhance business opportunities for Native American farmers and ranchers, tribal governments and the tribal communities they serve, and those interested in improving tribal economies through food and agriculture production.

Under Secretary Vilsack's leadership, USDA has instituted a comprehensive plan to strengthen the Department as a model service provider and to ensure that every farmer and rancher is treated equally and fairly as part of "a new era of civil rights" at USDA. He and President Obama have made it a priority to resolve all of the past civil rights cases facing the Department, and today's announcement is another major step towards achieving that goal. Ms. Pouillon believes this new crop highlights the lack of adequate consumer protection in our national food safety policies. "American servicemen and women have a tragic history with chemicals like 2,4-D. We are grateful that they are calling attention to how little American consumers really know about what is in our food -- and the fact that we all have a right to know. This new genetically engineered crop has not been subjected to any independent studies for human safety, nor has it yet been approved for cultivation in any other country. In addition, it poses a real and documented threat to the harvests of many of our wonderful specialty growers in Maryland and Virginia."

Todd and Ellen Gray of Equinox Restaurant have played a key role over many years in developing the DC region's reputation for outstanding dining with local ingredients. Ellen Kassoff Gray has written a personal letter to First Lady Michelle Obama, with whom she and her husband have collaborated on food projects. The letter concludes with Ms. Gray's request: "Please use the power of your position and the strength of your integrity to ask the necessary questions about this new corn invention. Encourage independent analysis and testing over at least several years so we don't rush to a decision. We have a right to know with more certainty if this new seed designed to be used with 2,4-D herbicide poses a risk to our families, farmers and environment that far outweigh any benefit to ordinary Americans."

The chefs speaking out have been in the DC area long enough to understand that advocates and lobbyists may debate for years whether this newer form of the 2,4-D chemical is safer than the earlier version that was in Agent Orange. However, one thing that independent scientists and Dow both agree on is that this new crop will cause a dramatic increase in the sale and use of the potent 2,4-D herbicide. Advocacy groups such as the Natural Resources Defense Council have cited numerous studies linking 2,4-D exposure to serious illnesses and cancers, including non-Hodgkin's lymphoma.

Rob Weland of Cork, who is planting an organic garden behind his restaurant, elaborates on Nora's concern about our local farmers and gardeners in Maryland and Virginia "Within 100 miles of our restaurant are numerous growers of important fresh specialty crops -- such as tomatoes, strawberries and grapes," explains Weland. The American Association of Pesticide Control Officials rated 2,4-D as the most likely pesticide in use today to cause drift damage to other crops, and can spread miles from where it is applied. With more than a quarter of Maryland's crop acreage allocated to corn, Weland is worried. "The huge increase in 2,4-D use that would accompany these new 2,4-D crops could threaten the livelihood of my producers, and the sustainability of our local Washington, DC food supply." Weland is also concerned about local residents. "Our metro DC area has dense population centers very close to farming regions. If there is even the slightest doubt about the dangers of large-scale 2,4-D use for human health, we need to stop and wait."

Pouillon has reached out to other food leaders in the Washington, DC area to help spread the word -- from internationally recognized culinary innovator Jose Andres to Freshfarm Markets, a large network of farmer's markets in Washington, Maryland, and Virginia. "Jose has long advocated for making healthy food more accessible to America's children, and I am grateful that he agrees with us. Whether it is 'pink slime' in our meat or antibiotics in livestock, Americans are tired of hidden ingredients."

95% of the ingredients used at Restaurant Nora are certified organic, and her customers make the organic choice not only for environmental reasons but also as a health decision. However, Nora is quick to point out that even eating organic cannot prevent our exposure to these chemicals, if they are allowed into our environment in large doses. "The chemicals used to grow many genetically engineered crops contaminate our air, soil and water," Nora explains. "It took decades for the risks of other inventions like DDT and asbestos to be exposed. It is not right to ask Americans to be guinea pigs in another chemical experiment before we have the facts. American farmers can grow the best crops in the world without 2,4-D resistant seeds created in a laboratory."

Contacts:
Nora Pouillon: www.noras.com
Todd Gray and Ellen Kassoff Gray: www.equinoxrestaurant.com
Rob Weland: www.corkdc.com
Jose Andres: http://www.thinkfoodgroup.com

SOURCE Nora Pouillon

 USDA Highlights Efforts to Boost Rural Job Creation During National Small Business Week http://www.einpresswire.com/article/803731-usda-highlights-efforts-to-boost-rural-job-creation-during-national-small-business-week http://www.einpresswire.com/article/803731-usda-highlights-efforts-to-boost-rural-job-creation-during-national-small-business-week Thu, 24 May 2012 19:12:26 +0000
WASHINGTON, May 24, 2012 — A top USDA Rural Development official this week met with local leaders and business owners in the Midwest to highlight rural small business accomplishments and observe " National Small Business Week".

"We know that to build a strong foundation for our country, we must continue to invest in rural communities and small businesses that create new economic opportunities for those who call rural America home," said John Padalino, Acting Administrator of USDA Rural Development's Rural Business-Cooperative Service (RBS). "We've seen continued growth in rural business development and the Obama Administration will continue working to strengthen local economies throughout the country."

Padalino met this week with business leaders in Iowa and South Dakota and highlighted ways RBS business and cooperative programs help improve rural economic conditions by providing guaranteed loans and development grants for projects that help create and save jobs.

Nationally, from 2009 through 2011, RBS provided 12,214 guaranteed loans, direct loans and grants that assisted more than 50,000 businesses and helped create or save more than 266,000 jobs.

For example, Morris Manufacturing and Sales Corporation, a family-owned automotive parts manufacturer, had to lay off 100 of its 135 employees when two major automakers closed down production and reorganized. With the assistance from USDA Rural Development, Morris Manufacturing located in Brazil, Ind. secured four B&I loan guarantees totaling $10.2 million, which it used to restructure debt and purchase new equipment. As a direct result of these loans, the company rehired its laid off workers, built a new production facility, expanded its product line, and hired over 60 new employees.

The Montana Wagyu Cattle Company is a family-owned and operated business that raises cattle and provides USDA Grade-A beef and specialty beef products to restaurants, stores, and consumers throughout the region. In 2009, the company used their $49,900 Value-Added Producer Grant (VAPG) to grow and expand their business by selling products over the internet.

Today, the company sells and ships custom-ordered cuts of beef (steaks, roasts, and specialty cuts) to consumers and businesses all over the United States.

In 2010, Ecotrust of Portland, Oregon, used their $249,340 Rural Business Opportunity Grant to market their FoodHub internet website – an online directory and marketplace that connects regional farmers, grocers, restaurants, and wholesales – to food producers and buyers. The FoodHub website helps agricultural producers tap into the growing local foods market by shortening the supply chain between producers, sellers, and consumers. The RBOG will also be used to provide training and assistance to businesses that want to sell through the website.

In June 2010, 550 companies used FoodHub. Today, almost 3,600 businesses in Oregon, Washington, Idaho, Montana, and California use FoodHub to market their products.

Since taking office, President Obama's Administration has taken historic steps to improve the lives of rural Americans, put people back to work and build thriving economies in rural communities. From proposing the American Jobs Act to establishing the first-ever White House Rural Council – chaired by Agriculture Secretary Tom Vilsack – the President is committed to using Federal resources more efficiently to foster sustainable economic prosperity and ensure the government is a strong partner for businesses, entrepreneurs and working families in rural communities.

USDA, through its Rural Development mission area, administers and manages housing, business and community infrastructure and facility programs through a national network of state and local offices. Rural Development has an active portfolio of more than $165 billion in loans and loan guarantees. These programs are designed to improve the economic stability of rural communities, businesses, residents, farmers and ranchers, and to improve the quality of life in rural areas.

#

USDA is an equal opportunity provider and employer. Minister of State (Sport) Bal Gosal (Bramalea—Gore—Malton), on behalf of Agriculture Minister Gerry Ritz, today announced an investment of nearly $200,000 to Eat-In Foods Inc. toward the purchase and installation of new equipment for its manufacturing facility in Mississauga, Ontario.

"Our Government remains focused on the economy, and our food processing sector plays an important role in creating jobs and economic growth across Canada," said Minister of State Gosal. "This new equipment will allow Eat-In Foods to broaden its market access and reduce its costs while creating jobs for Canadians and increasing demand for the high-quality food grown by our farmers."

Eat-In Foods Inc. specializes in producing ethnic ready-to-eat frozen entrees. The investment will be used to purchase equipment that will help the company increase its production capacity to meet growing demands in domestic and export markets, particularly in the U.S. The increase in sales and production will also support the creation of new jobs. Canadian farmers will directly benefit as a result of an increased demand by Eat-In Foods for agricultural commodities such as chicken, cheese, tomatoes, and wheat.

"The investment in our manufacturing which was made possible through the API program has positioned us for success in a competitive marketplace and has augmented our ability to attract exciting new customers," said Hemant Tallur, President, Eat-In Foods Inc. "We are on track to meet, and very likely exceed, the revenue targets we have set for our business."

This investment is delivered through the Agricultural Flexibility Fund (AgriFlexibility) through the AgriProcessing Initiative. This five-year initiative provides up to $50 million and is designed to enhance the competitiveness of the agri-processing sector in Canada. It offers support to existing companies for projects that involve the adoption of innovative and new-to-company manufacturing technologies and processes that are essential to sustaining and improving the sector’s position in today’s global marketplace. For more information on this program, visit www.agr.gc.ca/api.

Through Canada’s Economic Action Plan (EAP), the Government of Canada is helping farmers find new markets, adapt to current economic challenges, and make their businesses more efficient and environmentally sustainable. The funding, totaling $50 million, is provided by Section 10201 of the 2008 Farm Bill.

"We are committed to partnering with our stakeholders to achieve our mutual goals of identifying and mitigating threats to American agriculture, enhancing our emergency response capabilities, and increasing public awareness of the danger of invasive pests and diseases," said Vilsack. "American agriculture supports 1 in 12 jobs in the United States and provides safe, affordable food to consumers. I am confident that the selected projects will help our farmers, ranchers and foresters continue to flourish and build upon these successes."

Over the last three years, over 600 Section 10201 projects have helped to protect American agriculture and educate the public about the threat of invasive species. Examples include:

developing eLearning modules for pest screening and increasing diagnostic capacity;

training canine teams to conduct surveillance at ports of entry;

supporting the 2011 national survey of honey bee pests and diseases; and

developing the Hungry Pests campaign—a targeted, nationwide invasive pest public awareness campaign.

USDA's Animal and Plant Health Inspection Service (APHIS) made a concerted effort to solicit project suggestions from states and U.S. territories, universities, federal agencies, nongovernmental organizations, private companies and tribal organizations. APHIS will offer funding to implement 322 projects in all 50 states, plus American Samoa and Guam. These projects will strengthen protections against agricultural threats and allow states to reallocate resources to other critical programs during these tough economic times. Examples of specific projects include among others a nationwide survey of honey bee pests and diseases, the monitoring of high-risk international and domestic pathways for invasive species, applied research to combat citrus pests, the development of detector dog surveillance programs in certain high-risk agricultural states, and targeted invasive species public outreach.

The FY 2012 funding plan, list of selected projects, and general feedback are posted at http://www.aphis.usda.gov/section10201.

APHIS engaged stakeholders, such as the National Plant Board, Specialty Crops Farm Bill Alliance and USDA's National Institute of Food and Agriculture, Agricultural Research Service and U.S. Forest Service, in designing the evaluation criteria for the suggestions. More than half of the suggestion reviewers came from outside of APHIS.

Suggestions were evaluated on their alignment with Section 10201 goals, the expected impact of the project, and the technical approach. In addition, the reviewers considered how the suggestions would complement ongoing USDA programs and other Section 10201 projects.

Funded projects were organized around six Section 10201 goal areas: enhancing plant pest/disease analysis and survey; targeting domestic inspection activities at vulnerable points in the safeguarding continuum; enhancing and strengthening pest identification and technology; safeguarding nursery production; enhancing mitigation capabilities; and conducting outreach and education about these issues.

With Agriculture Secretary Vilsack's leadership, APHIS works tirelessly to create and sustain opportunities for America's farmers, ranchers and producers. Each day, APHIS promotes U.S. agricultural health, regulates genetically engineered organisms, administers the Animal Welfare Act, and carries out wildlife damage management activities, all to safeguard the nation's agriculture, fishing and forestry industries. In the event that a pest or disease of concern is detected, APHIS implements emergency protocols and partners with affected states and other countries to quickly manage or eradicate the outbreak. To promote the health of U.S. agriculture in the international trade arena, APHIS develops and advances science-based standards with trading partners to ensure America's agricultural exports, valued at more than $137 billion annually, are protected from unjustified restrictions.

#

Note to Reporters: USDA news releases, program announcements and media advisories are available on the Internet and through Really Simple Syndication (RSS) feeds.

#

USDA is an equal opportunity provider and employer. Operators are trained to keep riders safe.

Make sure ride operators are alert. Never board a ride if the operator appears to be inattentive.

Stay in to stay safe. Keep your arms, hands, feet and legs inside the ride at all times.
