SLOVENIA, November 5 - In light of the changed geopolitical situation, the European Union amended its cohesion policy legislation at the end of September. At the same time, the Ministry of Economic Development and Technology prepared the basis for the second amendment to Slovenia’s EU Cohesion Policy Programme 2021-2027. With the planned amendment, Slovenia is adapting to the new development and strategic priorities of the European Union and its own national needs.

“The key reason for the change is to make more efficient use of available funds, with the aim of ensuring greater focus on areas with the most development impact. The change will accelerate the use of non-repayable cohesion funds, particularly in 2026, and we will capitalise on the systemic benefits for EU Member States and the new substantive opportunities presented by the amendment to the EU regulation. Additional priority areas are competitiveness, energy transition and energy security, defence and security, affordable housing, and water resilience and supply,” Koprivc underlined.

Slovenia is eligible for a good €3.2 billion in cohesion funds for the 2021-2027 programming period. “The amendment to the programme does not bring additional funds, but rather that we can reallocate existing funding. And since the first change gave rise to unfounded accusations that we were transferring funds from the cohesion region Vzhodna Slovenija to the cohesion region Zahodna Slovenija, let me reiterate that this is not true. Neither in the first change to the programme nor in this one will the cohesion region Vzhodna Slovenija lose a single cent! The allocation of funds for both cohesion regions remains unchanged,” Koprivc emphasised.

On Friday, 7 November 2025, a meeting of the Development Council of the cohesion region Zahodna Slovenija will be held.
