The 911 emergency call systems were established decades ago to swiftly help and further protect the safety of everyone, which include the disabled. People with disabilities living outside of their family home in residential care facilities and group homes are being discriminated against and have not been able to receive these same immediate emergency services. There is no other term for this other than Discrimination in Civil Rights. Treating the disabled as unequally valuable people unworthy of the same swift emergency medical and police services and assistance is deadly discrimination.

There are one million New Yorkers with disabilities within Governor Andrew Cuomo’s extremely dangerous and deadly mental health care system and staff not calling 911 is the number one known reasons for what are being called “untimely” deaths. New York State is directing mandated reporters, every one that works in any way with the disabled or anyone that suspects abuse and neglect of the disabled, including nurses and doctors and all investigators to call Governor Cuomo’s abuse hotline immediately, not 911. What is going on is insanity, it is ludicrous, it is wide-scale discrimination against our most vulnerable, it is protecting sexual predators and it is costing many innocent people their lives. Governor Andrew Cuomo cannot continue to get away with steering crimes occurring in his mental health agencies away from 911 and immediate local police assistance.

I was watching the news last night on television and there it was again in print, the clear discrimination, where Governor Cuomo and the State of New York direct sexual assaults of college students to 911 that he has refused to date to ensure for people with disabilities that are far more vulnerable. At the very same time the governor took some needed actions to better ensure college students justice and immediate 911 medial and police assistance he worked to block the 911 Civil Rights Bill to ensure the equal rights and protection of people with disabilities.

Sex assaults and rapes of anyone are crimes. Sexual assaults and rapes of people with disabilities are crimes. People with disabilities are not being protected from sexual predators, pedophiles and rapists that run wild throughout New York State’s mental health care system. One million New Yorkers with disabilities do not receive equal access to 911 emergency medical or police services and they are being denied their constitutional rights to equal protection of laws.

No longer can 911 and local police and local courts be bypassed. 911 call systems must be immediately called by all mandated reporters regarding all sexual abuse and rapes, as well as obviously all other assault crimes, medical emergencies and deaths. Currently, under Governor Cuomo’s directive, almost all sex assault and rapes of people with disabilities which are crimes disappear internally, they are covered-up.
