Cuomo’s Justice Center makes most reported sexual assaults and rapes of the disabled disappear, top official accused of sexual harassment

ALBANY, NEW YORK, UNITED STATES, October 25, 2017 /EINPresswire.com/ -- The Jonathan Carey Foundation which advocates for the safety, health, rights and lives of people with disabilities has been uncovering and publicly exposing New York State’s extremely dangerous mental health care system that is rampant with sexual abuse. The sheer numbers of reported sexual assaults and rapes reveal problems of epic proportion, yet Governor Andrew Cuomo has refused to take emergency actions vitally needed to radically reduce these horrors. The New York Times in their award winning investigative series titled “Abused and Used” http://www.nytimes.com/interactive/nyregion/abused-and-used-series-page.html exposed New York State’s mental health care system for what it is, extremely dangerous and deadly. The very first piece of this massive series which was a runner up for a Pulitzer Prize exposed how the system rewarded and promoted sexual predators. “At a home upstate in Hudson Falls, two days before Christmas in 2006, an employee discovered her supervisor, Ricky W. Sousie, in the bedroom of a severely disabled, 54-year-old woman. Mr. Sousie, a stocky man with wispy hair, was standing between the woman’s legs. His pants were around his ankles, his hand was on her knee and her diaper was pulled down.

The police were called, and semen was found on the victim. But the state did not seek to discipline Mr. Sousie. Instead, it transferred him to work at another home.”

Another horrific news story is about a New York State male caregiver who was sexually abusing a disabled boy for over two years. This man was allowed to take the boy back to his home where he was videotaping the sex acts. The man, who was finally caught and stopped after years of sexually abusing a young disabled boy, and possibly many others, thankfully was criminally prosecuted by the feds, called New York State’s system “a predator’s dream.”

The sexual assaults and rapes of people with disabilities living in residential facilities and group homes are off the charts. Years worth of New York State records obtained through Freedom of Information Law (FOIL) requests reveal that for the developmentally disabled in New York State through the Office of People with Developmental Disabilities (OPWDD) system alone an average of 325 reported sexual assaults every three months. The tragic reality is that only approximately 3% of these sexual assault cases against the developmentally disabled will ever be reported according to a highly recognized report found on the State of Massachusetts official website http://www.mass.gov/dppc/abuse-recognize/prevalence-of-violence.html. Simply do the math, statistically upwards of one third of New York State residents with disabilities living in OPWDD facilities or sub-contracted private facilities and group homes under OPWDD are being sexually assaulted annually. This evil must be stopped. Most sexual predators that prey on the vulnerable and weak in New York State are being protected and shielded from prosecution by Governor Cuomo’s corrupt Justice Center. Sexual predators that are being protected and shielded from prosecution are also out on the streets able to possibly assault or rape your children because they are not in jail where they belong.

Everything points back to Governor Andrew Cuomo. The Justice Center, which is not a Justice Center, but a fraudulent whitewash cover-up entity, is his agency. Jay Kiyonaga who is accused of sexual harassment and workplace violence by the former Justice Center ‘special prosecutor/inspector general’ was not fired by Governor Cuomo after numerous requests over the last year or now. Jay Kiyonaga has instead been promoted to a top position within OPWDD, as Deputy Commissioner over 126,000 people with disabilities? OPWDD is where staggering sex assault crimes are occurring against the developmentally disabled. Governor Cuomo is protecting sexual predators.
