State Expertise Agency approves residential project for Amur GPP staff

Gazprom Pererabotka Blagoveshchensk received an authorization from the Amur State Expertise Agency (Amurgosexpertiza) on the design documentation for a residential district to be built for the staff of the Amur GPP in Svobodny, Amur Region.

The new district for 5,000 residents will be constructed in the north of Svobodny, where a military town used to be. The existing houses and boarding school will also be part of the expanding neighborhood and will be connected to new utilities.

The construction area will occupy 92.5 hectares. It is planned to build 42 five-floor houses, 36 townhouses, a kindergarten, a school, a medical center, a culture and leisure center, a multi-purpose sports complex, a number of shops, etc. The autonomous utility infrastructure will include power lines, heating, water supply and sewage systems, water treatment facilities, and a boiler house.

The land development process is slated to start in the second half of 2017, with the construction area to be accessed by building and loading machinery through a bypass road. The infrastructure is to be erected by the end of 2019, while housing will be completed by 2022.

The residential project will reinvigorate social and infrastructure development, facilitating economic growth in Svobodny and the Svobodnensky District.

Background

The Amur GPP with a design capacity of 42 billion cubic meters of gas per year will be the largest gas processing plant in Russia and one of the biggest in the world. The GPP will include the world's largest helium production facility (up to 60 million cubic meters per year).

The Amur GPP is a critical link in the value chain of gas supplies to China via the eastern route. The plant will be supplied via the Power of Siberia gas pipeline with multi-component gas from the Yakutia and Irkutsk gas production centers being set up by Gazprom as part of the Eastern Gas Program.

Gazprom Pererabotka Blagoveshchensk (part of the Gazprom Group) acts as the investor and customer for the Amur GPP construction project.

NIPIGAZ (part of the SIBUR Group), a leading Russian center for design, supply, logistics and construction management, acts as the construction manager.
