Gazprom Neft CEO Alexander Dyukov and Governor of the Khanty-Mansiysk Autonomous Okrug-Ugra Natalya Komarova have used the occasion of the International Investment Forum Sochi-2017 to hold a working meeting to discuss their approach to implementing the agreement on collaboration on corporate social and economic responsibility (CSR) throughout 2016–2018. As a result of this discussion a supplementary agreement, outlining a list of initiatives and investment in CSR policy for 2017, has been signed.
Gazprom Neft will continue the implementation of its “Home Towns” CSR programme, and will finance projects directed at promoting amateur and professional sport, and at supporting education and culture in the region. The company will commit funds to building residential accommodation in Khanty-Mansiysk, to neighbourhood enhancement in settlements throughout the Khanty-Mansiysk district, and to supporting the indigenous minorities of Northern Russia living in the Nizhenvartovsk and Surgutsky districts.
The Khanty-Manskysk Autonomous Okrug-Ugra is one of the key regions for Gazprom Neft’s operations, with a subsidiary, Gazpromneft-Khantos, operating here and developing eight fields, the most important of these being the Yuzhno-Priobskoye field. Following the commissioning of the Yuzhno-Priobskoye gas treatment plant in 2015, utilisation of associated petroleum gas (APG) has now reached 95 percent.
The wider partnership agreement for 2016–2018 was signed in June 2016. The document envisages the company and the Regional Government supporting initiatives in the scientific and technological capabilities of Khanty-Manskiysk-Ugra, collaboration in energy efficiency, and cooperation in ecological safety and environmental protection.

Governor of the Khanty-Mansiysk Autonomous Okrug Natalya Komarova added: “We have really raised the bar in terms of investments under our agreement with Gazprom Neft: and that volume will be maintained this year. The main commitments will be made in Khanty-Mansiysk and the Khanty-Mansiysky distict — the main areas of the company’s activities. The agreement this year envisages numerous initiatives relating to neighbourhood enhancement in small population centres, and the organisation of summer ecological brigades. All of which ties in perfectly with the announcement of the Federal ‘Year of Ecology’, and with the Ugra Neighbourhood Enhancement Marathon. There is a further priority, which we always keep front of mind, concerning support for the indigenous minorities of Northern Russia. Various cultural and educational initiatives are to be organised in the Surgutsky and Nizhnevartovsk districts, to that end.”
The “Home Towns” project brings together all corporate social responsibility (CSR) projects and initiatives implemented by Gazprom Neft throughout Russia’s regions. The programme is directed at supporting the social and economic potential of the regions, as well as at improving quality of life, and includes initiatives in neighbourhood enhancement, establishing infrastructure to support children’s and public sports facilities, as well as initiatives in education, health, and in supporting the cultural potential of the indigenous minorities of Northern Russia.
More than 130 social and environmental projects have been implemented throughout the Khanty-Mansi Autonomous Okrug-Ugra under the Gazprom Neft “Home Towns” programme, including construction of the Ugra Chess Academy, management of annual chess tournaments, and the equipping of 20 chess clubs at social, educational and medical facilities throughout the city. Other initiatives have included supporting the annual “Spirit of Fire” cinematography festival for first-time film makers; housing construction in Khanty-Mansiysk, and the construction and refurbishment of social facilities; and projects directed at protecting and promoting the culture of the indigenous minorities of the Russian Far North.
Gazpromneft-Khantos was founded in 2005. The company is active in fields throughout the Khanty Mansi Autonomous Okrug-Yugra, including the southern license area of the Priobskoye field, the Orekhovo-Ermakovskoe, Yuzhnoye, Palyanovskoye, Yuzhno-Kinyaminskoye, Maloyuganskoye and the Zapadno-Zimnee fields, and the Zimnee field in the Tyumen Oblast. The company’s total production in 2016 was 15.4 million tonnes of oil equivalent (mtoe), an increase of three percent on 2015.
