Sex crimes against disabled covered-up as Cuomo focuses on bomb threats

The hypocrisy cannot be any clearer, the safety and lives of people with disabilities are ignored as others that thankfully have not been harmed are brought to the forefront. New Yorkers with disabilities are treated as undesirables even after being victims of actual sex crimes that tragically are occurring in staggering scope. Hundreds of thousands of people with disabilities in New York State living in residential care facilities and group homes continue to be denied immediate emergency 911 medical and police services. Astronomical numbers of real reported sexual assault crimes, as well as physical assault crimes and criminally negligent deaths of some of our most vulnerable people in society continue within the agencies operated under Governor Cuomo’s authority. At the very same time the governor is trying to garner media attention surrounding bomb threats where no one has been physically harmed; over 250 calls a day go into his abuse hotline for the disabled. In this story the governor is quoted, "These are threats against children," Cuomo said during a visit Wednesday to the Sidney Albert Albany Jewish Community Center, which was twice targeted with bomb threats in January.” The question is, what about children with disabilities in grave danger every day within New York States extremely dangerous and deadly mental health care system? It is then stated, “There is "nothing worse" than threats that ultimately unnerve children, Cuomo said.” This statement is quite frankly unbelievable because everyone knows that it is far worse for a disabled child to actually be molested over and over again, than any threat. New York State’s system is made up of thousands of State run and privately operated facilities and group homes and the rampant sexual abuse in these facilities can easily be dramatically reduced, but not if basic prevention measures continue to be ignored by Governor Cuomo. The award winning New York Times “Abused & Used” investigative reporting series which was a runner up for a Pulitzer Prize, exposed New York State’s extremely dangerous and deadly system in 2011 and nothing significant was done to stop these horrors and unsafe conditions. Governor Cuomo was already aware of the severe problems prior to becoming governor because it was brought to his attention numerous times while he was the NYS Attorney General. Cuomo had every opportunity to right many wrongs, but chose to continue to cover-up most of the damages and loss of lives instead. The very first NY Times investigative report that came out in March of 2011, two months after he became governor, details how a sexual predator was caught in the act and that he was still protected and shielded by New York State http://www.nytimes.com/2011/03/13/nyregion/13homes.html . Here is the extremely disturbing quote from this investigative report; “At a home upstate in Hudson Falls, two days before Christmas in 2006, an employee discovered her supervisor, Ricky W. Sousie, in the bedroom of a severely disabled, 54-year-old woman. Mr. Sousie, a stocky man with wispy hair, was standing between the woman’s legs. His pants were around his ankles, his hand was on her knee and her diaper was pulled down. The police were called, and semen was found on the victim. But the state did not seek to discipline Mr. Sousie. Instead, it transferred him to work at another home.” This type of evil must come out into the light and dramatic steps must be taken to prevent these horrible sex crimes and rapes of disabled boys and girls, as well as men and women whom are extremely vulnerable that cannot defend themselves. Bypassing 911 and local police is discrimination in civil rights. Bypassing 911 for the disabled is how New York State currently gets away with covering-up thousands of sex crimes and deaths annually. Why is Governor Cuomo not fighting for the rights and safety for the disabled and 911 for the disabled is the question?
The blatant double standard is obvious as Governor Cuomo also mentions in the Times Union piece regarding justice, "We are fully committed to doing justice in this case," Cuomo said. "This is intolerable for us." As an advocate for people with disabilities and someone who loves all people, how is it okay for justice in this case, yet not for justice for the disabled in thousands of cases? Why is it stated by the governor that threats are “intolerable for us”, but rapes and wrongful and criminally negligent deaths of people with disabilities and the cover-up of most of these crimes are tolerable? The hypocrisy is for all to see. I simply would say as the father of an incredible child named Jonathan, who had disabilities and was only 13 when he was killed by his New York State employed caregivers, let’s protect everyone and fight for justice for everyone, not just specific groups of people in the national spotlight.
