Dear fellow Tamils,

CALL FOR YOUR PARTICIPATION IN NATION BUILDING

The Transnational Government of Tamil Eelam (TGTE) has been actively pursuing a programme of Nation Building, while remaining committed to the political work of pursuing the path of accountability, justice, and freedom.

We have envisage Nation Building in its broad sense to imply all aspects of nationhood of the long struggling people of Tamil Eelam, which in itself both as a concept and an entity under threat since the destructive manner in which the Sri Lankan state concluded its military phase of the war of genocide at Mullivaaikkal in the middle of May 2009.

At a time when too many forces, including some of our own leadership, are at work to dilute and neutralise the visions and dreams of the Tamil people and their national identity in the name of “reconciliation” in Sri Lanka, we firmly hold the belief that what was accomplished in Vaddukkoddai Resolution in 1976 and cardinal principles enunciated through the Thimphu Declaration in 1985 are unshakable foundations of our nationhood, on which an entire struggle and the inestimable sacrifices of a people has been built.

We, therefore, see the task of Nation Building to encompass all that is needed to establish and value, in a material as well as conceptual sense, the power of the Tamil Nation here in the Diaspora and in the homeland.

A team of planners and thinkers have been at work to produce what has been referred to internally as our Massive Action Programme, based on a set of grand and visionary ideas. This Programme is to be our domain of action for the next five-year period and it calls for large scale commitment and contribution by the community at large. The magnitude of the work needed is mammoth and the planning horizon is stretched out throughout a long period. Therefore, we wish to “hasten slowly”, firmly but gradually with this Programme and this paper is an initial and wide call for participation and support and as an indication of where we are heading to.

I earnestly call upon the Tamil Nation to come forward with your enthusiasm, ideas, expertise and above all the finances to help building our Nation. Needless to say, it is our sacred duty to give meaning to the dream and seek the freedom of that nation in whose name thousands have laid down their precious lives.
The thirst of the Tamils is Tamil Eelam. Thank You

Internal Structure of TGTE 2016:

The present internal structure of TGTE is summarized in the Table below. A number of Ministries for which elected members are responsible are complemented by a handful of task-oriented Centres for which non-members are responsible. Operationally, these Ministries and Centres have been arranged into five main Clusters.

They are:

1) Political action and International relations: Ministries - International Affairs and Media & Public Relations).
2) Economic sufficiency and Power through Entrepreneurship: Ministries - Finance and Economic Resources & Enterprises.
3) Diaspora Community Building: Ministries - Youth & Cultural Affairs, Education & Human Resources, and Sports & Community Health.
4) Homeland Community at Risk: Ministries - Women, Children & Elderly Needs and Welfare of War Affected and Families of Martyrs & former Cadres.
5) Rights and Responsibilities: Ministries - Mass Atrocities, Human Rights and Action Against Genocide.


Massive Action Programme 2016

Under this Programme, we have identified 15 single projects, some of them already established or in progress and others yet to be commenced. In the case of some of the truly massive projects, the necessary expertise and manpower to transform the vision into action is yet to be secured.

We seek the interest of all people, Tamils and their non-Tamil friends, to come forward, join the Programme and lend us your hands at this time of need. ABOUT TRANSNATIONAL GOVERNMENT OF TAMIL EELAM (TGTE):

Transnational Government of Tamil Eelam (TGTE) is a democratically elected Government of a million strong Tamils (from the island of Sri Lanka) living in several countries around the world. TGTE was formed after the mass killing of Tamils by the Sri Lankan Government in 2009.

TGTE twice held internationally supervised elections among Tamils around the world to elect 132 Members of Parliament. It has a bicameral legislature and a Cabinet. It held one of its Parliamentary sittings in the British Parliament.

TGTE is leading a campaign to realize Tamils’ political aspirations through peaceful, democratic and diplomatic means. The Constitution of the TGTE mandates that it should realize its political objective only through peaceful means.

BACKGROUND:

Tamils in the island of Sri Lanka faced repeated mass killings in 1958, 1965, 1977, 1981 and 1983 and the mass killings in 2009 prompted UN Secretary General Ban Ki-moon to appoint a Panel of Experts to report on the scale of the killings.

According to UN internal review report on Sri Lanka, over 70,000 Tamils were killed in five months in early 2009 and Tamil women were raped by the Sri Lankan Security forces. There are over 90,000 Tamil war widows and thousands of Tamils disappeared due the conflict.

According to this UN report, the killings and other abuses that took place amount to war crimes and crimes against humanity. Independent experts believe that there are elements of these abuses that constitute an act of genocide.

Members of the Sri Lankan security forces are almost exclusively from the Sinhalese community and the victims are all from the Tamil community.

A Buddhist Monk shot and killed a Sri Lankan Prime Minister 1959 for having talks with Tamil political leaders.

Tamils overwhelmingly voted in a Parliamentary election in 1977 to establish an independent and sovereign country called Tamil Eelam. This Parliamentary election was conducted by the Sri Lankan Government.
