Governor Cuomo’s Justice Center which operates abuse and death hotlines keeps most reported crimes including deaths from county elected District Attorney’s

DELMAR, NEW YORK, UNITED STATES, September 21, 2016 /EINPresswire.com/ -- US Attorney Preet Bharara must investigate the worst type of public corruption surrounding the covering-up of physical and sexual assault crimes of the disabled and staggering numbers of deaths, as well as the massive fraud. A smoking gun New York State document has been obtained through Freedom of Information Law (FOIL) revealing the purposeful regular pattern of withholding reported crimes and deaths regarding people with disabilities from County elected District Attorney’s. Subpoenas for documents regarding reported crimes and deaths not reported to local authorities will reveal a distinct pattern of criminal cover-ups.
Top State officials must be investigated for their involvement in the ongoing criminal cover-ups of physical and sexual assaults crimes and criminally negligent deaths of innocent people with disabilities. Most crimes and deaths reported to the Justice Center’s abuse and death hotlines are never treated as an apparent or possible crime and are almost always never criminally investigated. It is important to reveal how most negligent deaths are covered-up by the Justice Center or with the direct assistance of the Justice Center. In legal terms it is called aiding and abetting. Here is the exact quote, “State and private providers should continue to review/investigate deaths in their programs, unless informed otherwise by the Justice Center.” Keeping deaths of people with disabilities dying in many cases extremely young from 911, local police, County elected District Attorney’s and Medical Examiners or Coroners is for the sole purpose to be able to cover-up criminally negligent deaths.
The extremely damning document released reveals that massive numbers of reported crimes were never reported to County Elected District Attorneys. Patricia Gunning released the email and State record to New York State District Attorney’s on October 14, 2015. Patricia Gunning is not an elected official, she was appointed by Governor Cuomo. Patricia Gunning is a State employee who is directly involved in the regular practice of keeping known reported criminal matters from County elected prosecutors. These practices obstructs justice and ensures that most individuals perpetrating physical or sexual assault crimes against the disabled and those that cause criminally negligent deaths are protected and shielded from prosecution and escape justice. The level of blatant discrimination denying countless innocent children and adults with disabilities 911 emergency first responder medical and police services and their equal protections of laws is unconscionable and must be stopped. Emergency Actions must be taken to protect the disabled from further severe harm or premature death at the hands of caregivers and negligent providers who are currently being protected and shielded by Governor Cuomo’s Justice Center.
Another NYS document, an affidavit, signed by the former head of this renamed State agency, Jane Lynch, who was fired, clearly explains some of the motives. The State of New York has a “coherent oversight scheme” and “carefully cultivated understanding” with provider agencies to protect them and their employees from litigation. This document clearly documents a criminal conspiracy to hide and conceal documents and evidence which could be used against the state or any private subcontracted provider agency that has harmed or allowed the wrongful death of a disabled person in their care.
Governor Cuomo continues to do nothing to stop or prevent the staggering numbers of deaths of the disabled, or stop the internal investigations of deaths and the criminal cover-ups. New York State’s mental health care system remains extremely dangerous and deadly as a direct result of this gross incompetence. Staggering numbers of deaths continue in both State and private residential facilities and group homes throughout New York State, over 4,000 a year. Eleven to twelve people with disabilities or those struggling with mental illness are dying on average every day in New York State.
