The Transnational Government of Tamil Eelam (TGTE) Welcomes Historic Decisions made by Chief Minister of Tamilnadu

will set a precedent for other Political Parties in Tamilnadu.

• Cessation of opposition to the release by the Central Government will assuage the
wrought feelings caused by the indifference during the final stages of the war.

The Chief Minister (CM) of Tamilnadu, the Right Honorable Selvi Jeyalalitha, has recently
initiated two decisions of critical historic significance. The TGTE celebrates these momentous
decisions, and is grateful to the Chief Minister for her empathy towards the Eelam Tamil people. The
TGTE thanks her for her statesmanship.

The first decision of historic significance undertaken by the Chief Minister was the decision taken by the Tamilnadu Government to free 7 Tamils, Murugan, Santhan, Perarivalan, Nalini, Ravichandran, Robert Pious, and Jeyakumar who had suffered 23 years of incarceration under the sentences of death and life imprisonment after being convicted of assassinating then Prime Minister Rajiv Gandhi.

The TGTE welcomes this decision of the Tamilnadu State Government under the leadership of the Chief Minister. It must be noted that the death sentences passed on Murugan, Santhan, and Perarivalan were commuted to life imprisonment by the Indian Supreme Court. The Supreme Court's decision is also commendable and welcomed by us.

Under any Judicial system, it is essential that the norms of the judicial process and procedure be
conducted in such a manner as to be acceptable by the people. It is essential that in any democracy,
prevention of politicization of the Judiciary is a fundamental moral norm. However, it is easily
understandable by anyone that the investigative mechanism and manner in which the decisions were
rendered in Rajiv Ghandhi's assassination case carried political baggage. It is also not difficult to
recognize that it is not complimentary for the democratic credentials of India.

Given these circumstances, it is indeed a just decision by the Tamilnadu Government to set free
these individuals who have suffered 23 years of incarceration. It is a moral decision. Therefore, we are
saddened that the Indian Central Government opposes this decision in the courts. However, our people
are newly emboldened and empowered by the resolve of the Tamilnadu Chief Minister to counter any
move against their decisions through legal means.

In connection with this issue, we wish to make an earnest request to the Indian Central
Government. Our people are of the opinion that the reason the Indian Government remained
indifferent to the 2009 Mullivaikkal genocide perpetrated by the Sri Lankan regime was due to
retaliation on their part for the assassination of Rajiv Gandhi. While we have not discussed many issues
and concerns due to our friendship, we cannot hide true events from the inexorable glare of history. The
position and the actions of the Indian Central Government and the Tamilnadu State Government during
the final stages of the Vanni War has caused great sadness in the hearts of our people.

To this day, those feelings of grief and hurt have not subsided. It is indeed the responsibility of the Indian Central Government to assuage these feelings of grief not only among our Tamil people, but also among those of Tamilnadu, and the Tamils living in countries throughout the world. Under these circumstances, our
people will be relieved if the Indian Central Government ceases to oppose the decisions of the
Tamilnadu State Government to release the 7 individuals.

The second decision of the Chief Minister of Tamilnadu that is of historic significance is the
incorporation of matters pertaining to the Tamil National question in the election manifesto of the All
India Anna Dravida Munnetra Kazhagam. This act of the All India Anna Dravida Munnetra Kazhagam
under the leadership of the Chief Minister, gives our people great confidence in her.

Those who have committed war crimes and genocide in violation of International norms should
be brought before the International Court of Justice to be punished. The United Nations should
also be pressured to take measures to provide justice for the Tamils living in Sri Lanka.
Moreover, there must be a referendum conducted on the issue of an Independent Eelam among
all Tamil people in Ceylon as well as the global Tamil Diaspora.

The Transnational Government of Tamil Eelam (TGTE) had passed a resolution to the effect
that all parties should include similar pledges in their election manifestos for the forthcoming Indian
elections, and had convened a press conference in Chennai in this regard. Under the circumstances, the
publication of the Anna Dravida Munnetra Kazhagam Election Manifesto containing the above matters
gives us great happiness. We hope other political parties in Tamilnadu will have these matters in their
Election Manifestoes.

At this juncture, we want to clarify that It is our fervent hope and belief that the Chief Minister
of Tamilnadu and the heads of all the other parties will take the lead in the forthcoming elections to
enable a change in the Indian Central Government policy favorable for Tamil people.
